Forsvarsbygg Innkjøpstjenester

The Norwegian Defence Estates Agency, c/o Futura Department Environment, henceforth referred to as the Awarding Authority, wishes to enter into a framework agreement of environmental analyses. This applies for laboratory analyses of earth, water and sediment samples.
The Awarding Authority administers and disposes (sell/demolish/restore) properties, buildings and facilities (EBA) for the Norwegian Armed Forces. In connection with this, the Awarding Authority shall conduct environmental studies of earth, water, sediments, building materials, waste as well as flora and fauna related to the properties.
The objective of the studies is to confirm any pollution which results in requirements for measures on and/or monitoring of the Norwegian Armed Forces’ properties. It will be emphasised that the assignments are carried out in accordance with the prevailing regulations and statutory framework, particularly the pollution-control act, the pollution-control regulations, waste regulations, the water regulations and other relevant regulations, as well as other public guideline materials (the list is not complete).
It may also be relevant to request the laboratory to conduct chromatogram interpretation.

Økonomisk og finansiell stilling:

Good economic and financial position: The tenderer shall be worthy of credit and present a credit appraisal not older than 6 months from deadline for receipt of tenders. The appraisal shall have been conducted by an independent party with permission to carry out appraisal. The result of the credit appraisal shall be given as a graded value (letters or figures) against a defined scale.

Teknisk og faglig kapasitet:

Good professional qualification: A list which present the company’s largest or most considerable assignments involving environmental analyses. The assignments shall not be older than 3 years. The list shall include information of values and dates of assignments, as well as names of public or private recipients.

Sufficient capacity: The tenderer is asked to go thoroughly into how many analyses have been carried out, particularly analyses related to rifle and training grounds, and can be delivered as accelerated analyses or within standard delivery time. This must also include ordinary analysis methods and reprocessing samples.
