The Awarding Authority wishes to enter into a framework agreement with companies delivering consultancy and engineering design services related to buildings.
Examples of these are construction of new municipal purpose buildings, residence facilities, housing estate development, sports facilities as well as some reconstruction and renovation projects.

The contract period is 2 years with option for 2 years prolongation on identical conditions.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(5) Other documentation required (please state below).
Several companies can jointly submit tenders as a group without forming a joint company. If this is the case, each participant must be legally established companies. If several companies submit tenders as a group, certificates and HSE statement for all group participants shall be presented.

Økonomisk og finansiell stilling:
(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.
(2) Presentation of the company’s annual accounts, or extracts thereof.
(3) Other documentation required (please state below).
The tenderer shall have sufficient financial capacity to carry out the assignment/meet the contractual obligations.
The tenderer shall, as a minimum, be worthy of credit.
Credit appraisal/rating shall not be older than 1 year and based on the most recent known accounting figures. The appraisal/rating shall, as a minimum, have rating A in accordance with AAA Solidity’s scale (or equivalent rating from other approved agencies’ scales). The rating shall be conducted by a publicly approved credit rating agency.

NOTE! If several companies jointly submit tenders as a group, documentation may be submitted showing that each group participants have sufficient financial capacity. Alternatively the group participants may rely on one of the group participant’s financial capacity (e.g the company which shall carry out the Project Group Management function). If this is the case, the relevant tenderer must substantiate sufficient financial position showing capability to carry all group participants liability included in the agreement.

In such cases, it must be clearly stated in the tender that documentation for one group participant, only, will be presented and that the other group participants rely on this financial capacity. All group members will, under any circumstances, have and several liability for all contractual obligations.

Teknisk og faglig kapasitet:
(1) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
(2) Other documentation required (please state below).
The tenderer shall have the necessary qualification for achieving approval as a company with right to accept responsibility. Documentation showing central approval, or documentation showing that the tenderer meet the requested qualification requirements in such a way that, based on the submitted documents, is rendered probable that central or local approval will be achieved.
