As a part in the administration of Oslo municipality’s housing portfolio, Boligbygg Oslo KF, henceforth referred to as the Awarding Authority, requests tenders for framework agreements within several trade groups. The framework agreements shall ensure operation and quick restoration of residential units subsequent to damages. The Awarding Authority will enter into framework agreements for 9 various craftsmen professions.
This tender notice involves framework agreement for electrician services. Framework agreements for the remaining craftsmen professions will be subject to separate tender contest. The contractual works mainly involve inhabited apartments, but may also include assignments in uninhabited apartments and joint areas.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The service provider shall have his tax and VAT payments in order.

The service provider shall provide a HSE self-declaration.

The service provider shall be a legally established company.

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below).

— The company’s last 3 annual accounts including notes, the board’s annual reports and the auditor’s reports as well as recent information that is relevant for the company’s accounting figures,

— credit appraisal/rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution,

— overview showing the total turnover/revenue that is relevant for this procurement in the last 3 accounting years.

Minste nivå(er) av standarder:

— The service provider shall have sufficient financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

— Description of capacity during holidays and organisation of possible contract in relation to team and stand-by, etc,

— experience from duty scheme (24/7) and possibilities to enter into sufficient duty scheme, alone or together with other service providers during the contract period,

— certificate of apprenticeship and/or master certificate within the professional field or any other relevant authorisation within the professional field,

— the service provider shall state relevant reference projects carried out in the previous 5 years. It shall be stated who the awarding authority was, what work was carried out, the value of the work, date of execution and the name/tel.no. of the contact person at the awarding authority. Annex 7 can be filled in or a separate form can be used,

— account of the quality assurance system that substantiates that the requirement is met, including which specific inspection documentation the awarding authority receives based on the executed work in an apartment. If the service provider is third party certified, a copy of the certificate can be enclosed,

— account and documentation of which measures/environmental considerations form the basis for the execution of the contractual work and the service provider’s general environmental focus. Central issues are, among other things, handling packaging, hazardous waste and source segregation. A self-declaration can be enclosed that describes how the environmental routines are carried out and how they function. If the routines are described in the company’s quality assurance or environment management system, a valid certificate can be enclosed as supporting documentation,

— a minimum of 3 reference certificates filled in by previous awarding authorities ought to be enclosed. The attached template (annex 8) is preferred, but if the service provider has previously obtained certificates, these can also be enclosed.

— the company’s core competence related to this procurement and a description of the company,

— the service provider shall be qualified for local certification for the right to accept responsibility in enterprise class 1 within execution and approved for internal control,

— sufficient capacity to carry out the assignment, including at least 4 available human resources with relevant professional competence,

— the service provider shall have very good experience from equivalent assignments,

— the service provider shall substantiate that he has…

… a good and well functioning quality assurance system,

… focus on the environment and that environmental considerations is made in relation to the requested works.
