As a part of the administration of Oslo municipality’s house portfolio, Boligbygg Oslo KF, henceforth referred to as the Awarding Authority, requests tenders for framework agreements for several various disciplines.
The framework agreements shall ensure operation and rapid repairs of housing units subsequent to damages. The Awarding Authority shall enter into framework agreements for 9 various craft disciplines:
This tender invitation involves framework agreement for carpentry and joinery works. Framework agreements for the remaining craft disciplines shall be subject to separate competitive tendering.
The contractual works will mainly be in connection with tenanted apartments, but may also include assignments in unoccupied apartments and joint areas.

The contract period is 2 years with unilateral option for the Awarding Authority to prolong the agreement with further 2 years on identical conditions.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
The contractor shall have settled conditions in relation to payment of taxes and VAT.
The contractor shall present a HSE self-declaration certificate.
The contractor shall be a legally established company.

— The company’s 3 most recent annual accounts including notes, the board’s and the auditor’s reports as well as the latest information with relevance to the company’s accounting figures,
— Credit appraisal/rating, not older than 6 months, which shall be based on the most recent known accounting figures. The rating shall be carried out by a publicly approved credit rating agency. The Awarding Authority reserves the right to obtain separate credit appraisals,

— Overview of total turnover / profit with relevance for works included in this contract for the previous 3 financial years.

— The contractor shall have sufficient financial capacity to execute the works/ meet the contractual obligations.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below):
— A statement of the company’s business idea and core competence related to the contract, also including the share of the company which is connected to this type of assignment,
— Central approval or statement that the contractor will achieve local approval for right to accept responsibility or certificate of acceptance based on European standards or other adequate documentation which demonstrate that the requirement is fulfilled,

— Overview of the contractor’s (including subcontractor’s, if any) total manpower with relevance to the contractual works. Overview of number of available human resources with specific competence within the requested discipline.
*If subcontractors are engaged - see point 3.1.1 in the tender documents.
— Certificate of apprenticeship and/or master certificate for the requested discipline or other relevant available authorisation for the relevant requested discipline,
— The contractor shall state relevant reference projects for the previous 5 years. The statement shall contain name of awarding authority, nature of the executed works, value, dates and recipient with name and telephone no. of relevant contact person.

Annex 7 shall be completed or separate adequate forms will be accepted.
— Minimum 3 reference certificates issued by former awarding authorities should be presented. Attached template (Annex 8) is preferred, but if the contractor has previously obtained certificates, these may also be accepted,
— Statement of quality assurance system which substantiate that the requirement is fulfilled, including specific inspection documentation based on executed works in apartments. If the contractor is verified by a third party, copy of this certificate may be attached,

— Statement and documentation of the measures/environmental considerations which will be the basis for the contractual works and the contractor’s general environmental focus. Central points are i.e. handling of packages, hazardous waste and source segregation.

Self-declaration which describes how the environmental routines are implemented and officiated. If the routines are described in the contractor’s quality or environmental management system in accordance with the Eco-Lighthouse system, ISO 14001, EMAS (ecomanagement and audit scheme) or equivalent system verified by a third party, valid certificate as supporting documentation will be accepted.

— The contractor’s core competence related to this procurement and description of the company,
— The contractor shall be qualified for local approval for right to accept responsibility in enterprise classification 1 for contractor and controller,
— Sufficient capacity for execution of the assignment, including minimum 4 available human resources with relevant professional competence,
— The contractor shall have very good experience from corresponding assignments,
— The contractor shall substantiate a good and efficient quality assurance system,
— The contractor shall document focus on environment and that environmental considerations are met in relation to the requested works.
