Undervisningsbygg Oslo KF

The assignment involves parallel framework agreements for architectural services and engineering design services with engineering design group management and associated assignments in connection with small building projects for the Municipal Undertaking for School Buildings, henceforth referred to as the Awarding Authority. The assignment shall be rooted in minimum 7, maximum 10 parallel framework agreements.
The framework agreements are for 2 years with option for 1+1 year(s) prolongation on initial contractual terms and conditions. The assignment is area wise limited to the assignments undertaken by the Awarding Authority, mainly the Oslo area.
The framework agreement will be in effect from March 2013.
Simultaneously with this tender contest, 2 additional tender contests are published. These contests concern parallel framework agreements for architectural services, interior decorating services, engineering design group management and associated assignments for large building projects undertaken by the Awarding Authority, as well as parallel framework agreements for engineering design services with engineering design group management from consulting engineers, engineering design group management and associated assignments for large building projects undertaken by the Awarding Authority.
Participation in several of the tender contests may have significance for the Awarding Authority's assessment of i.a. capacity further described in the qualification requirements. The Awarding Authority emphasise that there are some variations in the tender documents for the various tender contests. If the tenderers decide to submit tenders for more than one of the tender contests, the tenderers must ensure that each tender is complete with all requested documentation.

Credit rating, not older than 6 months, based on the last known accounting figures. The entire credit rating report shall be enclosed and it shall include the key figures for the last 3 accounting years. The rating shall be carried out by a publicly certified credit rating institution. The Awarding Authority reserves the right to obtain separate credit rating, if found necessary. If a tenderer for valid reasons cannot prove his financial position in accordance with the above mentioned documentation requirements, the Awarding Authority will assess other suitable documentation.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below)

— A list of the principal deliveries and services for the past three years, including information on the value, date and the name of the public or private recipients. Services provided to public authorities shall be documented by certificates issued or certified by the relevant authority. For the private sector, the certificates shall be issued or confirmed by the relevant recipient. In the absence of such documentation, the Awarding Authority may accept a written declaration from the tenderer,

— Information of education and professional qualifications of the tenderer's personnel and the company's executive management/personnel responsible for providing the services (competence matrix),

— Central certification or a statement that the company/activity is qualified for local certification,

— An account of the tenderer's average work force and the number of employees in the administrative management during the last three years (may be the same document as the competence matrix),

— Description of methods related to quality assurance,

— Certificate of the company's quality assurance system/control system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, e.g. ISO 9001:2002,

— The awarding authority will also accept other documentation that states that the tenderer has equivalent quality assurance measures.

Minste nivå(er) av standarder:

— Competence and experience from equivalent assignments, i.e. engineering design for school buildings,

— Central certification/qualified for local certification for applicants and project team in enterprise class 3,

— Sufficient capacity,

— The tenderer shall substantiate having an adequate quality assurance system that:

*ensure that own works, including works by sub-contractors are executed in accordance with laws, regulations and contractual requirements

*ensure establishment of project adapted quality plans and inspection plans

Kontraktutførelse
