Evaluation of the basic funding system for the research institutes

The evaluation should provide an overall assessment of the basic funding system on the basis of the overarching objective which is to ensure a strong institute sector which can provide industry and public sector relevant competence and research services of high international quality.
The funding system shall therefore strengthen quality and relevance in the research activities in the institutes. The evaluation should clarify to what extent the implemented system contributes to achieve its objectives.
The evaluation should be carried out in the light of the institutes’ national and international context like the overall financing structure to Norwegian institutes, the developmental trends of the research market, and the institutes relation to other research institutions, particularly universities and university colleges and public authorities.
