Evaluation of exception for compulsory auditing in small limited companies

The Norwegian Ministry of Finance, henceforth referred to as the Awarding Authority, requests an extended evaluation of a modification rule which from and including the fiscal year 2011, shall give small limited companies the option to choose not to engage auditor. The evaluation shall identify positive and negative consequences for the companies choosing not to engage auditor, for other financial participants, for the tax authorities and the society.
Analysis of the results from the tax authority's inspections shall as a minimum be included, but it will be considered an advantage if the evaluation also uses other data sources. Arrangements and results shall be discussed with the involved parties during the project period. This includes minimum 3 meetings with a reference group.
Method, data basis and results shall be documented in a report which shall be publicly available. The report shall be in Norwegian. A translation to English of the entire report or a comprehensive resume shall also be prepared. See Annex 1 in the contract for further description.

The evaluation shall analyse the consequences of withholding auditing during the fiscal years 2011 and 2012. If found necessary, previous fiscal years (without right to withhold auditing) shall be included in the analyses. The project shall be initiated as soon as contract is awarded, i.e. early 2013. The final report shall be presented within 31.12.2014. Moreover, a mid-period report shall be prepared and delivered within 31.3.2014. The contract value is estimated from 800 000 NOK to 2 400 0000 NOK, excluding VAT, annually for 2013 and 2014.

Beskrivelse av opsjoner:
Option for the Awarding Authority for supplementary purchases beyond this and price per hours shall be given for such supplementary purchases. These supplementary purchases may e.g. involve an expansion of the data basis or prolongation of the analysis period without altering the method and not subject to contract award.
