Emptying of sludge from separate treatment plants

Eidsberg Kommune, Innkjøpssamarbeidet Indre Østfold

Aremark, Askim, Eidsberg, Hobøl, Marker,Rakkestad, Rømskog, Trøgstad, Skiptvet and Spydeberg municipalities have established a procurement co-operation with a joint procurement office located in Eidsberg Municipality in Østfold. Aremark, Eidsberg, Marker, Rakkestad, Rømskog, Skiptvet and Spydeberg municipalities are entering this framework agreement for emptying of collected and discharged sludge for sanitary waste water.
Purchasing Office conducts the competition on behalf of the municipalities.
It is important to note that each municipality is to be regarded as a separate independent legal entity.
Eidsberg, Skiptvet and Rakkestad municipality will have the option to enter into the agreement on 1.1.2013.
Municipalities (hereafter called award authority) invites suppliers to an open tender contest for the establishment of a framework agreement for collection and transportation of sludge. The plants consist of sludge separators (septic tanks), tanks mini treatment plant, outdoor toilet, street drains / waste, flushing of municipal pipes, and more. The agreement also includes the registration of plant type, easy control of any failure of facilities in connection with the discharge, and reporting to award authority. The tender does not include clearing / flushing of private plants.
This will be agreed between the owner (title holder) and supplier. Suppliers must have available the cleaning equipment that is adequate for clearing adjacent pipes.
The overriding consideration for collection and transportation are:
— Good service to the plant owner and a high degree of certainty.
— Environmentally friendly disposal and transportation.
Award authority will, based on the submitted tenders, enter into binding agreements with the selected suppliers. The framework agreements will be valid for a period of 3 years with an option for a further 1 year.
Individual contracts will be entered into for each municipality, where the municipalities will be the awarding authority in all agreements. It is possible to make an offer on the sludge emptying of separate sewer systems into one, several, or all of the 7 co-operating municipalities.
It must be stated clearly what the provider's services and the municipality / is that is offered on.
Beyond this, it is not possible to submit tenders for parts of the mission.
Municipalities have some different needs, which are displayed based on different price schemas.
