The purpose of the contract is to cover the need for employee surveys at the awarding authority. The first employee survey shall be carried out autumn 2013. The awarding authority would like to join up with a service provider for one of the following alternatives:
1. The service provider carries out the employee surveys at the awarding authority via the service provider's own system.
2. The service provider provides adapted questions for use in the employee survey and assists the awarding authority so that the Tax Department itself can carry out the survey on the Tax Department's system.
See the description in the annex for an overview of the alternatives.
Service providers can submit a tender for alternative 1 or 2 or for both and are asked to describe under the requirements for the service provider which alternative the service provider is submitting a tender for.
The aim of the Tax Department's employee survey is a joint mapping within the psychosocial/organisational working environment that supports the HR strategic areas of commitment and contributes to the development of the Tax Department as a value creating and health promoting work place. The survey shall from the basis for:
1. Local development processes that shall be carried out annually. This part of the survey shall therefore only be about the thematics that each group can affect and improve.
2. Analyses and prioritised strategic commitment areas that contribute to the identification of development needs and an evaluation of the effects of HR strategic measures at an organisational level. This part will be carried out twice a year. The extent is approx. 6 500 employees.
Regarding the estimated extent of reports, there will be approx. 550 reports.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Certificate for tax from the tax collector (RF-1244).
— Certificate for VAT from the tax office (RF-1244).
— HSE self-declaration. The self-declaration shall be signed by the manager and co-signed by one of the employees. See the annex.
Økonomisk og finansiell stilling:
— The company's last two annual accounts including notes and the auditor's reports. The annual accounts for sub suppliers shall also be enclosed.
The awarding authority reserves the right to obtain a credit rating of the company.
Minste nivå(er) av standarder:
—The service provider shall have sufficient financial ability to fulfil the contract.
Teknisk og faglig kapasitet:
— Service providers shall describe the education of their personnel and the professional qualifications that document that the requirements are fulfilled with a description of a competence profile etc. This shall include documentation that the service provider has competence in the following areas:

Work and organisation psychology;
Analysis;
Training;
Tailormade for the customer.
— List of the most important deliveries or services provided in the last three years, including information on value, date, as well as the name of the public or private recipient. Documentation on this shall also be included for sub suppliers.
— A description of the service provider's methods for quality assurance.
If a service provider is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to enclose a copy of the valid certificate.

— Service providers shall have good competence and the capacity to fulfil the contract.
— Good experience from equivalent contracts is required.
— Service providers shall have quality assurance routines adapted to the contract.
