Oslo municipality represented by Agency for Real Estate and Urban Renewal, Agency for Planning and Building Services, Oslo Port Authority, Agency for Urban Environment, Agency for Waste Management, Agency for Water and Sewage, and Rom Property AS, invites to an open tender contest regarding procurement of consultancy services for elucidation and preparation of a development scheme for public infrastructure at Filipstad.
Filipstad border to Aker Brygge and Tjuvholmen in east and towards Frognerstranda in west. Presently the area is intersected by European road 18, and the area is dominated by a ferry terminal, container activities and minor port and logistics functions. The area shall be released to urban development purposes and shall be developed to an attractive business, recreation and residence area.
Five proposals for area zoning plan have been subject to public examination. The elucidation and scheme shall be prepared, based on two of the proposals for area zoning plan. The Awarding Authority requires review and analyses of the development sequence for public infrastructure given in these two of the proposals. In this stage of the project, it is particularly important to identify any conflicts and dependencies among measures, as well as critical factors, which may occur during implementation of the various stages. The consultant shall also conduct special assessments of technical infrastructure such as waste disposal systems and joint technical culverts.

Beskrivelse av opsjoner:
1. Assistance in connection with further works related to the pneumatic disposal units:
Development of pneumatic disposal units implies increased investment costs compared with eh existing traditional waste collection systems.
Oslo municipality shall assess economic and legal conditions in connection with possibly investments, such as financing, ownership, operation and maintenance. This particularly applies if systems, which shall process all waste from Filipstad (households, businesses, restaurants, street and park waste), are established.

Several versions are feasible, and assessment shall be made regarding which version is suitable and most adequate for Filipstad.
Based on works executed by the consultant during analyses of the main assignment, it may be required that the consultant participate in further elucidations.
2. Energy supply - Heat pump system based on sea water.
Elucidation of alternative energy supply for Filipstad, in accordance with OMOP Fjordbyen and in the Fjordbyplanen.
Filipstad is located in the concessionary area for district heating and therefore has compulsory connection obligation.
If other supply system is utilised, exemption from the concession duty must be applied for. In connection with this, the developer/the municipality must substantiate that alternative solution is more environmentally friendly than district heating, compare the Planning and Building Act § 27-5.

The consultant shall propose suitable method in order to verify the environmentally most favourable method.
The option may also include cost estimates of solution no. 2.
3. Energy supply - Geothermal heating.
In order to clarify options for supply of several sub-areas/several fields with medium depth geothermal energy system, possibly a more deep-rooted system which is able to supply large areas at Filipstad. The option includes assessment of technical systems and cost estimations of other solutions, if any.

4. Surface water.
Cost estimations of existing sewerage, new waste water and surface water measures for the north and south areas as a result of facilitating drainage from the north area.
5. Updated versions of plan(s) for development of public infrastructure.
Content and progress in the work with sequence decisions and development agreements is dependent on progress and management of the area zoning plan. Subsequent to public review, objections to all alternatives have been forwarded, and further management and progress are therefore not feasible.

After the main assignment is completed, the Awarding Authority requests option for one or several updating of plans. This is dependent on the area zoning plan's further progress.
6. Cost estimations.
The Awarding Authority may request that some measures are subject to cost estimations on a paramount level.
Method:
Cost calculations in accordance with the valuation method without complete valuation process; within an uncertainty percentage of +/- 25 %, or other suitable methodology for cost estimations.

(1) The company's most recent annual report including new information of relevance to the company's accounting figures.

The tenderer can chose between presenting: Credit appraisal/rating not older than 6 months, based on the most recent public accounting figures. The appraisal/rating shall be conducted by a public approved credit rating agency.

The tenderer's annual accounts for 2011, the auditor's report from 2011 and the board's report from 2011, as well as recent information with relevance to the tenderer's accounting figures.
If the tenderer has a valid reason as to not substantiate the financial position in accordance with the documentation requirements, the Awarding Authority may accept other suitable documentation, e.g. statement from a financial institution regarding surety.

Due to this qualification requirement, CVs from employees are not required.
Certificate showing the company's quality assurance system/control system issued by independent bodies. The certificate shall confirm that the tenderer comply with certain quality assurance standards, e.g. ISO 9001:2002.
The Awarding Authority also accepts other documents which substantiate that the tenderer has equivalent quality assurance measures. This includes a general description of the content of the system, including overview of inspection plans and check lists with relevance to services included in this contract. Copy of the tenderer's environmental certificates or equivalent documentation verifying the tenderer's environmental control system.
