Development and management of electronic hunter's tests

The Directorate for Nature Management (DN), henceforth referred to as the Awarding authority, is responsible for deciding the content and frames for training of new hunters. The hunter training comprises an obligatory 30 hours course and a qualifying examination which together constitute the hunter’s test. The obligatory hunter’s test was introduced 1.4.1986. Until now the exam has been in writing on standard paper forms.
Since 2008 a computer company has, in accordance with agreement with the Awarding Authority, carried out some electronic hunter’s test. This has been a pilot project where the objective was to test out electronic implementation of hunter’s test, with the municipalities as responsible for the exams and electronic transfer of data for registration in the Norwegian Register of Hunters.
The Awarding Authority wishes to enter into a service agreement with one service provider regarding management and development of electronic hunter’s tests. The Awarding Authority will be responsible for administration of the system, including approval of the questions and follow-up the system in such a way that the hunter’s test’s candidates are given options for carrying out the hunter’s tests in a reliable way.
