Design, production and distribution of driving licences and professional driver certificates

The awarding authority shall procure new driving licences and professional driver certificates (hereafter called licences). The supplier shall together with the awarding authority develop the raw licence and accompanying letter for these licences. The supplier will be responsile for personalising and distributing the licences to the awarding authority. The licences shall be ready for production 19.1.2013.
The expected production number for driving licences in the period can be between 350 000 and 450 000 in the first 3 years and this will probably rise somewhat in the following year. The driving licences shall be a joint licence for Bokmål and New Norwegian, as opposed to the previous separate licences. As regards the professional driver licences, the number will be barely above 15 000 licences per annum divided between separate licences for Bokmål and New Norwegian. All the expected production numbers in the tender documents are only estimates and are therefore not binding.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement);

Foreign suppliers:
Foreign suppliers shall enclose certificates that document that the supplier has fulfilled his tax payment obligations.
Tenderers from other EEA countries, countries covered by the GPA contract or free trade agreement with EFTA/Norway shall enclose equivalent certificates for other legal documentation from an equivalent authority in the country where the supplier has his main office.

Økonomisk og finansiell stilling:
(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures;
(2) Presentation of the company’s annual accounts, or extracts thereof;
(3) Statement of the company’s turnover, of relevance to this contract, for previous years;

Suppliers shall enclose the approved annual accounts for the last 3 accounting years that include the board’s annual report, the profit and loss accounting, the balance, notes and auditor’s report.
The awarding authority will, in addition, assess a credit rating. The rating shall not be enclosed with the tender. Suppliers shall describe the reason for the current credit rating if it is bad.
Minste nivå(er) av standarder: Suppliers shall have the finances and capacity to fulfil the contract.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below):
1) Certificate for the company’s quality assurance/control system issued by independent organs that confirm that the supplier fulfils certain quality assurance standards, e.g. ISO 9001:2008.
The awarding authority will also accept other documentation that shows that the supplier has equivalent quality assurance measures. As a minimum a general description must be given of the contents of the system including an overview of control plans and check lists that are relevant for this contract.

2) Tenderers shall enclose a reference list of completed assignments in the last 4 years that are relevant for this contract as regards complexity and production volume. The reference list shall include:
— the assignment’s content,
— size and extent,
— annual value (excluding VAT),
— date the contract was signed,
— name of the contact person,
— e-mail address and telephone number.
It is a prerequisite that the stated references can be contacted by the awarding authority.
CVs with an overview of relevant formal competence and experience must be enclosed for the manager/manager of the group (for larger companies), local management, contact persons for the awarding authority and developers for the development services.
3) Suppliers must give an account of the premises, tools, machines, instruments, materials or technical equipment that the supplier can use for fulfilment of the contract.

1) The supplier shall have a well functioning quality system;
2) The supplier shall have competence and experience from equivalent or related assignments;
3) The supplier shall have sufficient capacity and production equipment to fulfil this contract.
