Egnethet til å utøve yrkesvirksomheten:

Qualification requirements: Supplier shall submit tax certificate for VAT and tax certificate.

Documentation:

— Tax certificate,

— A certificate of VAT payments.

Certificates must be issued on form RF-1244 from the treasurer and the municipal treasurer. Certificates must be no older than 6 months. Any arrears must be explained / justified.

— Foreign suppliers must provide similar confirmation that the government taxes and fees are paid in the country where the supplier is registered.

Qualification requirements: Suppliers shall be a legally established company.

— Norwegian suppliers shall submit updated certificates,

— Foreign suppliers shall submit a certificate (s) for statutory registration in the country where supplier is registered.

Økonomisk og finansiell stilling:

Documentation: Award authority will evaluate how supplier meets the qualification requirements in the following ways:

— credit rating through the credit rating agency AAA Soliditet AS (previously Dun & Bradstreet). Suppliers who achieve rating A (credit worthy without security) fulfil the qualification requirements. Award authority will themselves obtain credit rating from AAA Soliditet AS as a basis for assessment of qualification requirements. Other credit reports will not be taken into account. Providers are responsible for checking their own rating so that any necessary documentation attached to the offer, see below,

— suppliers who achieve a lower rating than A can…

… give a parent company guarantee. If a parent company guarantee is given, the parent company will be rated in an equivalent way and the requirement for A will apply to the parent company,

… instead prove that the qualification requirement is fulfilled by enclosing the annual accounts including the auditor’s report for the last two available accounting years. Award authority will, on the basis of the documentation received, perform a specific evaluation of how supplier meets the qualification requirements,

— newly started companies shall enclose the annual accounts including the auditor’s report for the period that the company has been in operation. Supplier shall, as a minimum, run a profitable operation, have positive cash flow during the last year, and have positive equity in order to qualify.. Award authority will, on the basis of the documentation received, perform a specific evaluation of how supplier meets the qualification requirements.

Qualification requirements: Supplier shall have sufficient economic and financial solidity to fulfil the contractual obligations.

Documentation:

— short description of supplier's personnel and technical units available to supplier for fulfilment of the contract,

— list of the most important deliveries that are relevant for this procurement in the last three years, including information on value and date, as well as the name of the public or private recipient,

— a certificate issued by an accredited certification authority attesting to the quality assurance or equivalent documentation like ISO certification or equivalent,

— if a supplier will make use of sub-contractors a binding statement shall be enclosed that shows that the supplier has available the necessary resources for the whole of the contract period.
