Delivery of cleaning services to the Competition Authority

The procurement involves cleaning services - regular cleaning and periodical cleaning services. The procurement also includes service agreement for toilets, including hygiene products related to this service agreement. The Competition Authority, henceforth referred to as the Awarding Authority also rents premises in Olav Kyrres gate 8 (the old Telegraph building) and Rådhusgata 4, 5085 Bergen.
Bara Eiendommer AS is the owner of the areas/buildings. The Awarding Authority is responsible for cleaning in own premises. The agreement does not include common areas in the building, such as entrance, stairway, etc.
In the old Telegraph building, the Awarding Authority rents 2nd and 3rd floors and the gross area is 1 441 m² in each floor. In Rådhusgata 4, the Awarding Authority rents an area of 375 m² in the 4th floor. The cleaners shall provide plastic bags for dustbins/waste containers, as well as separate waste sacks for waste removal.
The consumption of waste sacks/waste bags is included in the price for daily/regular cleaning. The cleaning service shall be in compliance with NS-INSTA 800. The cleaning shall be carried out during working hours between 07:00-18:00. See also the tender documents with annexes.

Beskrivelse av opsjoner:
The contract period is 2 years with option for the Awarding Authority to prolong the agreement with up to 2 years. Total maximum agreement period is 4 years. The Awarding Authority has the right to terminate the contract with 6 months during the entire contract period.

The tenderer must have sufficient economic and financial strength in relation to the business activities in general and in relation to the nature of this procurement.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts)
(2) Other documentation required (please state below)
— All cleaning products shall be eco-labelled, e.g. the Swan ecolabel or the EU Flower ecolabel.
This shall be substantiated by the Swan ecolabel’s licence no. and equivalent for the EU Flower ecolabel.
— Statement of how waste management, especially return system for packaging,
— Statement regarding choice of cleaning methods and how the equipment is cleaned in order to minimise the water consumption.
Minste nivå(er) av standarder:
Requirement 7:
The tenderer must be in compliance with the requirement regarding approved cleaning company, compare the Regulations of public approval of cleaning activates and procurement of cleaning services from 8.5.2012.
Requirement 8:
The tenderer must have an established quality assurance system for cleaning.
Requirement 9:
The tenderer must have sufficient environmental competence, control systems and routines which ensure that the environmental impact in relation to the cleaning is as low as possible.
