CT machine and container house
Department of forensic pathology and clinical forensic medicine at The Norwegian Institute of Public Health, henceforth referred to as the Awarding Authority, shall procure a CT machine which shall be situated in an adjoining container building to the autopsy areas at the National Hospital. The Department of forensic pathology and clinical forensic medicine share these premises with Oslo University Hospital (OUS) and the procurement is a co-operative venture between the Awarding Authority and Oslo University Hospital.
Use of Computer tomography (CT) has turned out to be a very useful supplement to forensic autopsies. CT-scans have been performed for several years in challenging cases at the Department, using the CT facilities at the Oslo University Hospital, e.g. to visualize bullet wounds, and injuries related to traffic deaths and fire deaths. Use of CTs has turned out to be of great value for visualization of injuries, for documentation of findings and thus quality assurance. The technology can probably also be used to detect various conditions (both injuries and pathological changes) which otherwise would have go undetected. At present post-mortem CT-scanning is being subject to comprehensive research internationally and several CT-related research projects have been predesigned at the Departement as well.
Because there is no room for the CT machine in the existing premises, the machine needs to be located in a new building (container building). The Awarding Authority has applied for permission to construct the building to the Agency for Planning and Building Services, Oslo municipality.
The Awarding Authority requests primarily tenders for the entire delivery, i.e. CT machine and container building, but the Awarding Authority will also consider tenders for parts of the delivery.
The tender contest will be carried out as an open procedure; a one-stage process where all interested tenderers are invited to submit tenders. Negotiations will not be allowed.
