Core assignments in NAV-office, assessment and follow up

Broader and more systematic knowledge is wanted of the consequences of NAV itself carrying out work assessments of their users, as well as seeing to closer follow up.
The Labour and Welfare Directorate would therefore like to carry out a consequential evaluation carried out by an external evaluator of the 3 year trial «Core assignments in NAV-office, assessment and follow up».
The purpose of the trial is to evaluate to what degree in house assessment and follow up of users ensures a more uniform work orientated user follow up. The aim is shorter waiting time between measures, as well as reducing unnecessary waiting time for users. Another aim is that the work orientated measures are carried out in ordinary working life and that they shall be more target orientated in order to ensure a higher transition to work.
An assessment shall be made of what extent carrying out the assignments in house gives changes in the use of resources and whether it can have other knock-on effects such as, for example, better market contact with, and knowledge of, the actors in the labour market.
The Labour and Welfare Directorate would like to set and make clear limits for which services shall be the NAV office’s core assignments connected to the assessment and follow up in order to get more people in work and work orientated activity.
The trial shall be carried out in different counties in a total of 3-5 NAV offices and the accompanying control office.
The evaluator shall, amongst other things, be responsible for:
— Assisting the coordinator in working out a methodological good basis for the trial in order to carry out the evaluation in accordance with the trial’s purpose and actual problems, including methodological approach,
— Assisting the coordinator in working out generic evaluation criteria in order to map effects across different user groups and measures. This is because the trial offices themselves can choose which measures/user groups shall be included in the follow up services in the trial,
— Working out a plan for the evaluation of the trial offices, including how the trial offices and control offices shall be included in the trial,
— Working and carrying out a neutral point survey for trial offices and control offices,
— Carrying out an evaluation, including an effect study of the trial,
— Collecting data for the evaluation with assistance from the coordinator,
— Having a dialogue with the coordinator for the trial and relevant groups throughout the trial period. An example is the trial offices and reference groups,
— Ensuring continual knowledge transfer to the Labour and Welfare Directorate,
— Reporting the status and results from the survey.
