Cool cupboards for primary and secondary schools in Norway

The Information Office for fruit and vegetables (OFG) would like tenders for a framework agreement for cool cupboards. The contract is for a framework agreement for the procurement of cool cupboards for primary and secondary schools in Norway. The supplier is always to have a store of cool cupboards in a central location in Østlandet in Norway. Now that the school fruit scheme is established, there is a need for approx. 80 cool cupboards per annum. If the free fruit scheme is implemented for purely primary schools (1st – 7th years) by the government during the contract period, the need will be for up to approx. 1 500 cupboards in order to cover cupboards for new schools. This will be a need that will be covered during the first semester that such a scheme is implemented. The contract does not include a guarantee that the schools will choose to purchase a cupboard based on this contract, but the contract will be OFG’s offer to Norwegian municipalities/schools.
The tender shall specify:
— Where the cupboards shall be stored in a central place in Østlandet,
— How many cupboards would normally be purchased for the store (based on an annual procurement in the framework agreement of approx. 80 cupboards),
— How many cupboards are left in the store when a new procurement of cupboards is made,
— Delivery time for new cupboards,
— Price per cupboard.
How we would like the purchase/sale to function:
— OFG and suppliers that have a contract with OFG can purchase cupboards based on this contract,
— Invoicing shall be based on the procurement of cupboards that the supplier has in stock. This means that the supplier must purchase cupboards for the store at his own risk. OFG and suppliers that have a contract with school fruit will purchase cupboards at the price fixed in this contract,
— The only price addition is freight from the central location in Østlandet to the customer. The supplier is obligated to find the most suitable transport as regards practical conditions and price for those who shall receive the cool cupboards.
Requirements for the cupboards:
— The cool cupboards shall be lockable and we would like assembled brackets for possibly locking by padlock,
— The cool cupboards shall store fruit placed in IFCO boxes. We would like at least 5 wire shelves per cupboard. Temperature 0-12 degrees Celsius. IFCO box model: 616 measurements: 600x400x180mm,
— The cupboard’s outside ought to be white. 90 % of the cupboard door shall be profiled with the school fruit logo – preferably silkscreen print. This ought to be carried out before packing and transport,
— The tender ought to specify the cost of the silkscreen printing, environment fee, HFK-fee,
— 2 years guarantee,
— Please specify the following for the cupboards: Type, type of control panel, cooling medium cooling system, external material, internal material, description of the lock, number of shelves, volume, external size, internal size, weight and temperature zone.
The contract is for 3 years and 6 months starting August 2012. If there is a new supplier, OFG will adjust the date for the first order so that the existing supplier is able to sell all their stock. This will occur in agreement with the new supplier. If the framework terms are changed, for example, the need for the assignment no longer exists, the awarding authority will be able to give notice on the contract with 3 months warning.
