Main procurement:
Forsvarsbygg requests tenders for consultants within various professional areas, to design the following pre-project for the establishment of ILS facility for runways 10 and 28 at Bardufoss Airbase. The project comprises the following main facilities:
1. New LOC 10 incl. reflecting surface area;
2. New DME co-located with LOC 10;
3. New GP 28 incl. reflecting surface area;
4. New DME co-located with GP 28;
5. New LOC 28.
Agreement shall be entered into for consultancy through engineering design groups consisting of the necessary professionals in the pre-project phase.

Beskrivelse av opsjoner:

In addition to the main procurement, the agreement shall include the following options:

— Option 1: detailed engineering design and tender documents for the enterprises.

Fees: after the elapsed time and within budget, in accordance with NS8402.

— Option 2: follow-up during construction.

Fees: After the elapsed time and within budget, in accordance with NS8402.

Timing for the exercise of the options depends on when the necessary approval and funding from political or military sources exists for each phase.

There will be varying needs to involve the various professions along the way. The input from the individuals will therefore be managed as needed.

Tendered consultants must have the capacity to complete the project by the stated deadline.

(1) Value added tax certificate (national requirement);

(2) Company tax certificate (national requirement);

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Credit evaluation no older than 6 months from the deadline for tender submission. The evaluation shall be carried out by an accredited credit evaluation company. The result of the credit evaluation shall be stated as a graded value (letters or numbers) in accordance with a defined scale.

Central approval or documentation demonstrating that the supplier is likely to obtain local approval.

Supplier (as a company) shall have good experience and expertise with the engineering design and execution of work of similar size and complexity.

If the tender requires the use of sub-contractors, or if several companies submit a joint tender there is no requirement that the various companies have developed expertise jointly.
