Romerike Avfallsforedling IKS (ROAF)

The agreement is for a tender competition with the title: Zoning plan for the ROAF environmental park.
ROAF would like bids for consulting services for the preparation of zoning plans and associated work. It is assumed that the startup date will at the latest be at the end of February 2013. Follow-up with the agreed plan is expected to be completed by December 2013.
ROAF is the awarding authority and will be the contracting party for the assignment. The host municipality is Skedsmo kommune and will be the accreditation body / authority.
The objective with the contract is to enter into an agreement with one supplier for consulting services for work within the zoning plan and implementation of the process up to the approved development plan of the municipality.
The zoning works shall be implemented in accordance with applicable laws and regulations.
Through the agreement, ROAF shall obtain:
— improving and safeguarding of the entirety during the planning process,
— high academic quality of all the preparation of the documents,
— predictable costs,
— reassuring 'awarding authority - supplier cooperation,
— limit the amount of contact person’s to deal with.
ROAF has the need to enter into agreements for consulting services that include:
— coordinate, manage and implement planned zoning work during the entire planning process,
— preparation of all of the necessary planned documentation,
— ensure that all required research is performed,
— communication with the municipals approval authority,
— communication with other government agencies.
The awarding authority calls to the attention that the area covered by the zoning plan, include waste disposal sites and contain contaminated matter. The plan shall address the use of the waste disposal sites. It is expected that the supplier has the available expertise to ensure special needs investigation needs related to waste disposal sites.
