Norges forskningsråd

The Research Council’s ENERGIX programme would like to enter into framework agreements with service providers of consultancy services within the fields:
A: EU work – NCP and strategic;
B: EU and other international work – Professionally operative.
Several framework agreements can be signed with one service provider. Applications for qualification within one or both fields can therefore be submitted.
The need for assistance varies, but we estimate that the total for both fields in a period of four years can be up to approx. 8 000 000 NOK with an upper limit of 12 000 000 NOK excluding VAT. The contract’s size will depend on how the internal capacity is developed.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Service providers shall have their tax and VAT payments in order.

Service providers shall be a legally established company.

Foreign companies: Documentation that proves that the company is registered in a trade register or company register as mandated in the law in the country where the service provider is established.

Service providers shall have a functioning HSE system.

Service providers must have competent personnel documented by a signed competence confirmation.

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below).

Credit rating, not older than 1 year, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution. The Research Council will in addition be able to obtain their own credit rating if appropriate.

Minste nivå(er) av standarder:

Service providers shall have sufficient financial ability to fulfil the contract obligations.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

Account of the company’s routines for quality assurance.

Overview of the company’s manpower for the relevant professional fields.

A short description of the service provider’s ability to fulfil the contract (for the relevant type of assignment) and the capacity are to be enclosed.

Service providers shall enclose a list of the company’s most important relevant assignments in the last 3 years that were carried out by persons currently employed in the company. The overview shall include the assignment’s value, date and reference (name, telephone number and e-mail address). References can be contacted if needed.

Description of the service provider’s personnel who can be available for this assignment, their experience and competence within international R&D cooperation in general and especially the EU’s, from the research or authority side.

Description of the service provider’s assessment of the most important challenges in the interaction between the EU arena and the national research arena (max. 2 pages).

Minste nivå(er) av standarder:

Service providers including sub suppliers must have the necessary competence and experience to provide at least one of the fields (cf. point 1.3 as well as annex 1).

Objektive utvelgelseskriterier:

Assuming that the Research Council receives a sufficient number of qualified applications, the aim is that 3 of the qualified companies within each professional field shall be invited to give a tender. (Cf. the public procurement regulations part III,§ 17-6).

Limiting the number of participants (the selection amongst the qualified companies) will be done by an assessment of which of the service providers are relatively best qualified as regards the technical and professional qualification requirements or from a composition of service providers that ensure the best competition in stage two.
