Beskrivelse av opsjoner:

The contract period is 3 years. Option for Norsk Tipping, henceforth referred to as the Awarding Authority, to prolong the agreement with further 1 year. Total optimal contract period is 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The supplier shall have settled conditions in relation to payment of taxes and VAT.

The supplier shall have an efficient HSE system.

The supplier shall be a legally established company.

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below):

— profit and loss accounting and balance sheets with notes, as well as the annual reports and the auditor’s reports for the previous 2 years. Cash flow disposition for the companies required to prepare this is also required,

— credit appraisal/rating, not older than date for publication of the tender notice,

— profit and loss accounting and balance sheets for the most recent 6 months, if there is more than 6 months since the last annual accounts,

— any other information with relevance to the company’s accounting figures.

Minste nivå(er) av standarder: It is required that the tenderer has sufficient financial strength.
Teknisk og faglig kapasitet:

(1) Other documentation required (please state below):

— brief presentation of the company which describes vision, business idea and business areas,

— brief description of the organisation (including organisation plan), company structure and owner structure,

— description of relevant competence associated with the tenderer in relation to the requested areas (statement of proposed personnel for this assignment does not apply for this requirement),

— overview of the tenderer’s existing customer portfolio,

— overview of the tenderer’s 5 most relevant deliveries for the previous 3 years, including values, duration and awarding authorities, as well as the tenderer’s own experience with introduction/implementation of e-training services provided to the stated reference customers,

— overview of which customers are using the offered Learning Management System,

— description of processes/work methodology in relation to introduction and implementation of Learning Management System as well as integration of Learning Management System towards other systems (e.g. in connection with user identification and data flow),

— brief description of the tenderer’s quality assurance systems and principal procedures, including copy of certificates issued by accredited certification bodies, or equivalent documentation. Documentation and frequency shall be given, if quality assurance systems are regularly re-examined by accredited certification bodies.

— the tenderer shall have considerable competence, experience, implementation ability and qualification for the requested areas implementation,

— the tenderer shall have established processes and work methodology for the requested areas,

— IT is required that the tenderer has an efficient quality assurance system for the requested services.

Objektive utvelgelseskriterier:

If there are surplus of qualified applicants, the selection of tenderers invited to submit tenders will be based on the best qualified principle. This means that if more than the envisaged number of tenderers are qualified, the qualification applications will be assessed in relation to who are meeting the qualification requirements best - i.e. the criteria given in point 5.4 in the qualification documents.

The criteria in points 5.1, 5.2 and 5.3 in the qualification documents are not subject to assessment beyond approved/not approved.
