Consultancy service, preparation of concept evaluation (KVU) for the National Theatre
The Norwegian Government shall make a decision regarding conceptual solution for the future National Theatre. The appraisal base for such decision is a Quality assurance 1 process with concept evaluation (KVU) and accompanying external quality assurance.
The objective of the Quality Assurance 1 process is to illuminate all necessary aspects of the National Theatre’s role in the society and constraint, viewed in a 50 years perspective. The assignment involves preparation of a complete concept evaluation (KVU) regarding future building solution for the National Theatre.
The concept evaluation (KVU) shall be presented as a full-range delivery from the tenderer, in accordance with the Ministry of Finance’s system for quality assurance of large governmental investments. The concept evaluation (KVU) shall be structured with the following chapters:
1. Needs assessment.
2. Strategy chapter.
3. Paramount requirements.
4. Feasibility study.
5. Analysis of alternatives.
6. Guidelines for the preliminary project stage.
The concept evaluation (KVU) shall be prepared with a view to the requirements given in the framework agreement from 4.3.2011 regarding external quality assurance, compare annex 7 in the tender documents. Besides what is stated in the framework agreement, the Ministry of Finance’s circular letter and the instruction manual in socioeconomic analyses should be the foundation of the assignment. See:
