Consultancy service, preparation of concept evaluation (KVU) for the National Theatre

The Norwegian Government shall make a decision regarding conceptual solution for the future National Theatre. The appraisal base for such decision is a Quality assurance 1 process with concept evaluation (KVU) and accompanying external quality assurance.
The objective of the Quality Assurance 1 process is to illuminate all necessary aspects of the National Theatre’s role in the society and constraint, viewed in a 50 years perspective. The assignment involves preparation of a complete concept evaluation (KVU) regarding future building solution for the National Theatre.
The concept evaluation (KVU) shall be presented as a full-range delivery from the tenderer, in accordance with the Ministry of Finance’s system for quality assurance of large governmental investments. The concept evaluation (KVU) shall be structured with the following chapters:
1. Needs assessment.
2. Strategy chapter.
3. Paramount requirements.
4. Feasibility study.
5. Analysis of alternatives.
6. Guidelines for the preliminary project stage.
The concept evaluation (KVU) shall be prepared with a view to the requirements given in the framework agreement from 4.3.2011 regarding external quality assurance, compare annex 7 in the tender documents. Besides what is stated in the framework agreement, the Ministry of Finance’s circular letter and the instruction manual in socioeconomic analyses should be the foundation of the assignment. As an option, the Awarding Authority requests man-hour rate for architect services in connection with preparation of functional analysis, sketch/volume study. The Awarding Authority decides if the option shall be released and details of the content.

List of references of the tenderer’s (company) deliveries for the previous 3 years, with direct relevance to this assignment. The list shall contain the name of the awarding authority, information of the extent of the investment measure, a brief description of the nature of the assignment, the consultancy assignment’s extent and date of execution, as well as the roles the offered human resources had in the assignment.

Minste nivå(er) av standarder:

The tenderer (the company) must substantiate experience from assignments of equivalent nature. Tenderers, who rely on other company’s competence for qualification, must substantiate that they, in fact, have the relevant resources at disposal. This can be documented by presenting a copy of the signed agreement between the parties, or self-declaration from the sub-provider, showing that an agreement on co-operation is entered into. Compare the Public Procurement Regulations’ §§ 17-8(2) and 17-9 (2).
