The bombing attack 22.7.2011 resulted in that major parts of the buildings in the Government districts were destroyed. The four most ruined buildings are the H block, thy Y block, the S block as well as R4. The terror attack resulted in major destructions in the Government district and made it impossible to use the Office of the Prime Minister, the Ministry of Labour, the Ministry of Health and Care services, the Ministry of Justice and Public Security, the Ministry of Education and Research, the Ministry of Trade and Industry and the Ministry of Petroleum and energy.
Approx. 2 000 employees are located in temporary premises at several locations in Oslo. The Government shall make a decision regarding conceptual system as a concept alternative evaluation.
The concept alternative evaluation shall then be subject to external quality assurance through KSI in accordance with Ministry of Finance’s framework agreement from 4.3.2011. The assignment also includes a complete concept alternative evaluation for future solution of the ministries local requirements in the Government district.

The Assignment involves preparation of a completet concept alternative evaluation for future system of the ministries local requirements in the Government district. The concept alternative evaluation shall be prepared as a total delivery from the tenderer in accordance with the Ministry of Finances’ system for quality assurance of major governmental investments and shall be executed in accordance with assumptions and chapter structure for KS1 as a result of the Ministry of Finances’ framework agreement from 04.0.2011 regarding quality assurance of concept choice, as well as administration basis and cost estimate for the selected project alternative. The proposed consultants must be able to achieve security clearance in accordance with Act relating to Protective Security Services up to confidential. For some parts of the assignment the security clearing level must also be secret. The Awarding Authority requests that existing security clearing level, if any, is stated. The Awarding Authority will not be held responsible if the tenderer does not achieve necessary security clearing. See also the tender documents’ point 2.2.
