General financial consultancy services in connection with procurement of new rescue helicopters. The service shall be provided through participation in the NAWSARH project and involves:
— elucidation and quality assurance of all procurement challenges of financial nature and make sure that the state’s financial risk is as low as possible,
— responsibility for preparation of tender documents where the focus is economy,
— general assistance in analyses of helicopter technical questions as well as suggesting solutions related to costs,
— development of comparison criteria for analyses of the helicopter tenders. Prepare potential evaluation models,
— carrying out analyses of prices and costs information through evaluation of received tenders,
— contribute to follow-up the evaluation results in relation to possibly helicopter suppliers,
— participation in and/or management of negotiations with relevant tenderers of new helicopters,
— contribute to monitoring the risk ratio by analyses, input and suggestions to measures for reducing impressionable risk elements,
— contribute to final development and completion of the delivery contract with the selected supplier,
— contribute to financial follow up of the delivery and safeguarding the state’s right in the period subsequent to the procurement.

The tenderer is hereby informed that PWC has carried out this assignment since 2007. The tenderer will participate in the project with other government agencies, such as the Norwegian Armed Forces. Requirement for participation will vary in accordance with the project’s various stages and content. The tenderer must expect that participation is required for the same personnel during the entire project period. In periods the tenderer must expect that several people are often required for participation. The tenderer must expect international and national travel activity. The location of the project and workplace are at the Joint Rescue Coordination Centre in Sola. The tenderer will be subject to security clearance. — proven experience from consultancy assignments regarding airplane and/or helicopter procurements (aircrafts),

The tenderer must substantiate impartiality in relation to potential suppliers. The tenderer must accept a quarantine period of 1 year in relation to potential suppliers and 2 years for the selected contractor (see attached agreement, annex 3).
