Brønnøysundregistrene

The Brønnøysund Register Centre, henceforth referred to as the Awarding Authority, shall enter into framework agreements with one or several providers for delivery of consultancy services for the area eAdministration.
This is particularly related to, but not limited to:
— Administration of the Altinn system,
— Metadata (SERES, data register and code library).
The procurement includes 10 different subject areas in accordance with definition given in the tender documents’ Chapter 4.
Tenders can be given for one or several of the areas.
The framework agreement period is 1 year from contract signing with option for the Awarding Authority to prolong the agreements with 1+1+1 year(s).
Access to the tender documents and annexes are electronically available through the tender implementation system Mercell, by choosing the tab "Gi tilbud" and then the button "Jeg ønsker å tilby" possibly. "Jeg ønsker ikke å tilby".

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate;

(2) Value added tax certificate (national requirement);

(3) Company tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Økonomisk og finansiell stilling:

The company’s annual accounts for the previous 3 years with annexes, possibly recent information with relevance to the company’s accounting figures.

If the service provider has valid reason for not presenting such documentation, or that the financial situation has been considerably altered since the previous approved annual accounts, the service provider can substantiate the economic and financial position with any document acceptable for the Awarding Authority. If the service provider has such valid reason, the provider shall address the Awarding Authority in writing in order to clarify what other documentation is acceptable. The Awarding Authority reserves the right to obtain separate credit appraisal of the tenderers.

Minste nivå(er) av standarder:

It is required that the tenderer has sufficient economic and financial capacity to carry out the assignment/agreement. The tenderer’s solidity, liquidity and financial strength will be of important in this assessment.

Teknisk og faglig kapasitet:

Overview of the tenderer’s experience from comparable assignments. The overview shall contain the principal deliveries for the previous 3 years, including values/extent, the nature of the deliveries, dates and recipients. Description of the company’s quality assurance routines and documentation showing certification, if any.

Minste nivå(er) av standarder:

Considerable experience from comparable assignments at corresponding customers is required.

The tenderer shall have established good routines for quality assurance of the services provided.
