The Norwegian Public Service Pension Fund, hereafter called SPK, has entered into a long term rental contract with Drammensveien 134 Bygg 2 AS for the future rental of office premises in Drammensveien 134. The developer is Norwegian property ASA, hereafter called NPRO: http://www.norwegianproperty.no/. The rental contract is for office premises, storage, archive and computer rooms in a multi-use building.
Drammensveien 134 shall be renovated. SPK shall rent office premises in this building on the 2nd and 3rd floor and areas for storage, archive and computer rooms in the basement. The areas are 4248 m2 and 4998 m2 respectively for office premises and 448 m2 in the basement.
SPK has in this phase a need for constructional assistance for following up the renovation of the premises that SPK shall rent. SPK will therefore invite companies to a tender competition for a framework agreement for this assistance.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.
(2) Presentation of the company’s annual accounts, or extracts thereof.
Tenderers shall document that they have the economic and financial capacity to fulfil the framework agreement's extent and obligations.
Minste nivå(er) av standarder:
The economic and financial capacity shall be documented by a solidity rating from a certified credit rating company that is to be enclosed with the tender. The rating shall not be older than 1 month calculated from the deadline for receipt of tenders.

The rating must as a minimum have a character of "credit worthy" or equivalent with a low bankruptcy prediction.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts).
(4) A statement of the company's health, environment and safety policy.
The assignment is for 2 years with an option for up to 1 year. Tenderers shall describe their general capacity and flexibility, as well as professional competence related to manpower for this type of assignment in this period. A written confirmation from the customers given in the tender documents page 8 shall be provided; that describes the assignment and whether the work was carried out in a satisfactory way.

The purpose of the references is to document that the tenderer has experience from comparable assignments and satisfactory competence.
The description shall be in the stated form.
Minste nivå(er) av standarder:
An overview of 3 assignments in the last five years connected to the provision of this type of constructional engineering services shall be given in the tender.
The description of each assignment shall include the following information:
— the customer's name,
— short description of the assignment and extent,
— contact information for a relevant person at the customer, including an e-mail address and telephone number,
— the delivery dates.
The description shall be given in the stated form.
