Consequence evaluation of "Pilot Drammen"

The Norwegian Government has decided to carry out a pilot project for a joint emergency telephone number for police, fire and medical services, and a joint emergency central for fire and medical services in Drammen. The aim of the project is to come up with a way of organising the emergency telephone services to provide the public with better services than the current solution. The Government stresses that emphasis will be placed on identifying financial, legal, operational and administrative consequences, both positive and negative, in case of a nationwide system. Any financial and qualitative gains in connection with a re-organisation of the Emergency services shall also be mapped.
In connection with this the Ministry of Justice and Public Safety shall enter into a contract for the implementation of a consequence evaluation of the "Pilot Drammen."

Award authority requests an option to buy beyond economic framework and timeframe, and hourly price for this must be submitted. Hourly rate will not be taken into account when the contract is awarded.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

(1) Statement of the company's turnover, of relevance to this contract, for previous years.
(2) Other documentation required (please state below).
Qualification requirement:
— Service provider must have sufficient economic and financial capacity to complete the delivery. Creditworthy without a colleteral will be sufficient.
Documentation:
— Credit rating with key figures from an approved credit credit rating agency or other documentation showing that the requirement is met.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
Qualification requirements:
— At least 3 relevant deliveries in the past 3 years. Relevant deliveries means assignments, result evaluations including assessments etc.
— Service providers must have sufficient professional expertise and capacity.
Documentation:
— Reference list of service provider's deliveries in the last 3 years including award authoriy's name, value of the assignment (if possible) and reference. Information about the type of supplies and service provider's role in the procurement must be stated. Further, what is included and what role the service provider played in the assignment must also be documented.
