Competition for a framework agreement on the delivery of milk, bread and fish

Helse Sør-Øst RHF shall enter into framework agreements for the supply of milk and milk products, fresh breads and bakery goods, and fresh fish and fish products for all the delivery points within the Helse Sør-Øst (specified in Appendix 7).
The competition will be divided into four (4) categories:
1. Milk and milk products;
2. Fresh bread and bakery goods;
3. Fresh fish and fish products;
4. Frozen fish and fish products.
The scope of the framework agreements per year are:
— Milk and milk products makes up for approx. 58 000 000 NOK per year excl. vat,
— Fresh bread and bakery goods make up for approx. 14 000 000 NOK per year excl. vat,
— Fresh fish and fish products makes up for approx. 5 200 000 NOK per year excl. vat,
— Frozen fish and fish products makes up for approx. 5 400 000 NOK per year excl. vat.
The estimated volume is only an estimate based on the historical data and is not binding for the awarding authority.
For this particular contest Helse Sør-Øst RHF will be divided into to the following geographical competitive areas (regions) and they will enter into separate agreements based on the product categories:
1. Agderfylkene (region 1);
2. Vestfold/Telemark (region 2);
3. Hedmark/Oppland (region 3);
4. Østfold (region 4);
5. Akershus/Buskerud/Oslo (region 5).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

The bidder shall have adequate (A) economic and financial solidity to the meet all of the contractual obligations.
The awarding authority will consider the suppliers fulfillment of the qualification requirements in the following ways:
— Credit rating by the rating agency Dun & Bradstreet (D & B). Suppliers that are given the rating A (creditworthy without guarantees), will meet the required qualifications. The awarding authority will themselves obtain the credit rating from D & B as the basis for assessment described above. Other credit reports will not be taken into consideration. Bidders are responsible for checking their own rating so that any additional documentation should be attached to the bid, see below,

— Suppliers that receive a lower rating than an A can submit a parent company guarantee (see Annex 8). If the supplier submits a parent company guarantee the parent company will be rated in a similar manner and required to receive an A rating. Suppliers who submit a parent company guarantee which achieves the level of an A rating will satisfy the eligibility requirement,

— Suppliers that are rated lower than an A, also have the option to prove that the qualification requirements are met by providing financial statements including an auditor's statement for the last two financial years available. The awarding authority will on the basis of the received documentation carry out an assessment of the supplier’s compliance with the required qualifications,

— Recently established companies shall produce financial statements and auditor's statement for that time the company has been in operation. The supplier must at least have profitable operations, positive cash flow during the last year, and have positive equity to qualify.

Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
Bidders must have good qualifications and capacity related to the contractual obligations.
— The supplier shall refer to at least 3 relevant deliveries in the last 3 years. They shall be deliveries within service (hotel, restaurant and canteen). This shall be documented by certificates containing a brief letter from delivery recipient including the contact information and shall include their views on the security and delivery satisfaction of the supply.
