The aim of the contract is the procurement of environment adapted cleaning services. A contract shall be signed for the period 16.4.2012 to 31.12.2014.
The total gross area for Strømsveien 96 is approx. 18 000 m2. The cleaning areas are considerably smaller and are in the building drawings as marked areas. Klif rents premises from Entra Eiendom AS in Strømsveien 96, Oslo.
One cleaning service provider shall be chosen for all the premises in Strømsveien 96. A separate contract shall be signed between the service provider and Klif for Klif’s premises and a separate contract between the service provider and Entra Eiendom AS for their premises.

A site survey will be held in the premises 25.1.2012 (9:00), meet in the reception in Strømsveien 96. The chosen service provider and the awarding authority shall, in connection with the contract signing, go through the cleaning area and together allow for use of the standard NS INSTA 800:2010 so as to fix and judge the cleaning quality. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
(1) Other documentation required (please state below).
— Credit rating, not older than 3 month, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.
— The credit rating shall not be worse than A (credit worthy) or equivalent if another rating is used (numbers).
— Tenders from service providers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) A statement of the quality assurance/quality control system operated by the company.
(3) Other documentation required (please state below).
— Account of the service provider’s average work strength during the last 3 years and for material and technical equipment that the service provider can use for fulfilment of the contract/assignment. It is the service provider’s responsibility to document relevance through the description,

— The personnel shall have the necessary competence to carry out the cleaning in accordance with the right quality. The personnel must understand one of the Scandinavian languages. The personnel shall use workwear that is clearly marked with the company emblem and must have a visible ID card with a picture.

It is the service provider’s responsibility to document this through the description.
— Account of the service provider’s environment competence and routines that document the use of cleaning products, handling waste and water consumption. If this is described in the company’s environment management system in accordance with ISO 14001 or equivalent 3rd party verified system, it is enough to enclose a valid certificate.

— All cleaning products shall be environment marked, for example “Svanemerket” or the EU flower. This is to documented with the “Svanen’s” licence number and the equivalent for the EU flower.
— Account of waste handling, in particular the recycling system for packaging.
— Account of the choice of cleaning methods and washing of equipment to minimise water consumption.
Minste nivå(er) av standarder:
The service provider must be able to document quality assurance routines that are in accordance with NS-INSTA 800:2010.
