Building and refuse mapping for new buildings, restoration and demolition/protection

As a nationwide property manager with a particular differentiated building portfolio, the Norwegian Defence Estates Agency henceforth referred to as the Awarding Authority, faces several problems in property projects related to building refuse. The Awarding Authority wishes to enter into framework agreements for support services related to works projects, where special competence is not required or when particular publication of position or deliveries are found unnecessary.
The objective of the framework agreement is to ensure an environmental and socioeconomically reliable management of waste, as well as prevent illegal disposal of residue from construction and demolition works. The assignment shall therefore be carried out in accordance with the Awarding Authority’s/Skifte Eiendom’s guidelines and routines, established in the quality assurance system. It is a condition that the assignment solution is based on prevailing regulations and laws, including and in particular the waste management regulations’ chapters 11 and 15, the Internal Control regulations and the Builder’s regulation, as well as other relevant regulations and other public guideline documents (the list is not completed).
The Awarding Authority requests tenders from suppliers who can offer human resources (consulting engineers and special consultants) with building engineering background, as well as professional competence in waste management/disposal, hazardous waste and health environmentally dangerous substances.
