Procurement of a standardised and commercial off-the-shelf ATM system for providing air traffic services in the Oceanic Sector at Bodø ATCC, Norway. The system shall be based upon a proven concept which is currently in operational use by other air navigation service providers and support ICAO's requirements for service provision in the North Atlantic (NAT) region.

The tender procedure is a two-phased process, whereas a prequalification of interested candidates will take place prior to the issuance of invitations to tender to the qualified canidadates. The qualification criteria with the corresponding documentation criteria identified in article III.2 above will form the basis of the qualification and qualitative selection of the undertakings, and interested candidates must complete a request for participation and prequalification accompanied with documentation as requested above, providing evidence that the qualification criteria are met. The request for participation and prequalification must be delivered to Avinor's address set out above by 12:00 hours on 26.4.2012 in order for candidates to have formally registered their interest of participation in this tender procedure. (2) Presentation of the company’s annual accounts, or extracts thereof:

Qualification criteria:

The undertaking must prove that it holds a strong economical solidity and liquidity.

Documentation required:

— A presentation of the company’s annual accounts, or extracts thereof shall be delivered,

— The company’s most recent annual report including new information of relevance to the company’s accounting figures,

— Copy of current Dunn & Bradstreet or equivalent rating of teh applicant.

A declaration from the company's brokers or insurers of teh insurance policies currently in place in relation to the company's business.

— Confirmation that the company is not subject of any winding up orders, insolvency proceedings or operating under an administration order or have not ceased trading.

Teknisk og faglig kapasitet:

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts);

(2) A statement of the quality assurance/quality control system operated by the company;

(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts);

(4) Other documentation required (please state below).

Additional qualification criteria and corresponding documentation required:

a) A demonstrable track record of design, development, customisation, integration, installation and commissioning of ATM systems by proving that it holds sufficient experience from similar deliveries of same types of equipment and similar scope.

To be documented by:

— Details on 2 representative projects delivered and set to work in the recent years that best illustrate your organisation’s experience relevant to the scope of the current Requirement, including the date of delivery, the clients’ name and address (postal and email) of the specified projects,

— Demonstrable evidence of working within the EU ATM regulatory environment.

b) A demonstrable track record of the ability to deliver a standardised and commercial off-the-shelf ATM system for providing air traffic services in an Oceanic sector/area. The documentation should demonstrate that the company holds sufficient experience from similar deliveries of same types of equipment and similar scope.

— Details on 2 representative projects delivered and set to work in the recent years that best illustrate your organisation’s experience relevant to the scope of the current requirement, including the date of delivery, the clients’ name and address (postal and email) of the specified projects,

— Descriptions and/or brochures of the products to be delivered.

c) A demonstrable track record of the ability to deliver successfully by proving that it holds sufficient expertise, resources and a systematic approach to project management.

— An outline of the company’s management and technical resources providing goods and/or services similar to those to be provided in relation to the requirement,

— An outline of the company’s plant and equipment resources, and in particular those available for this project,

— Details of the approach to project management that the company has adopted in similar projects.

d) The undertaking must prove that it has implemented a well-functioning system for quality assurance, hereunder providing evidence that the QA system caters for taking care of all relevant safety aspects.

— Details of the quality assurance/quality control system operated by the company accompanied by the relevant certificates issued by a certifying body and any appropriate documentary evidence,

— An outline of the relevant quality standards applicable/relevant for the work.
