The aim of the procurement is to:
Implement noise reduction measures for a total of approx. 69 residential units along the light rail route from Nesttun to Rådal. The contract consists of the following work:
— Replacement of windows and doors, adding new insulation internally and externally,
— Setting up local noise reduction screens,
— Assembly of passive noise reducing valves,
— Installation of balanced ventilation installations,
— Accompanying electrotechnical works.
The work shall start in August 2012 and be completed in June 2013.

The contractor must fulfil the following requirements in order to participate in the selection process for participation in the competition:

Requirement 1: signed application letter.

Requirement 2: tax certificates.

Documentation requirement:

Tax certificates not older than 6 months from the deadline for qualification.

Tax certificates mean:

For Norwegian contractors:

— Form from the Directorate of Taxes (RF-1244) issued by the…

… tax office for VAT,

… chief municipal treasurer for tax/payroll tax.

For foreign contractors:

— Foreign companies must enclose equivalent certificates from their country that shows that they have paid their taxes. If the authorities in a relevant country do not issue such certificates, the contractor must enclose a statement that confirms that all taxes have been paid. The statement must be signed by the finance manager.

Requirement 3: For work that shall be carried out in Norway the awarding authority shall demand that all contractors enclose a self-declaration stating that the contractor fulfils, or will fulfil upon an award of contract, legal requirements in Norway within health, environment and safety(HSE).

HSE self-declaration in accordance with the Public Procurement Regulations on HSE. Preferably use the attached template (annex 2).

Requirement 4: Legally established company.

Company registration certificate.

Foreign contractors shall enclose certificates from equivalent national authorities to the Norwegian. Foreign companies with their business or operational location in Norway can be issued with a company registration certificate for the Norwegian department.

Requirement 1: sufficient financial strength is required to fulfil the assignment.

Documentation requirement:

The contractor’s annual accounts including notes and the boards’ and auditor’s reports for the last two (2) years shall be enclosed. If the accounts for the last year have not been completed by the qualification deadline, the temporary accounts for the current year shall be enclosed.

Financial strength will be assessed in relation to turnover, operating margin, solidity and liquidity. The awarding authority reserves the right to demand/obtain further information in order to verify whether the tenderer has sufficient financial strength, including obtaining a credit rating of the contractors.

Teknisk og faglig kapasitet: (1) Other documentation required (please state below).
Minste nivå(er) av standarder:

Requirement 1: relevant experience from equivalent projects.

Description of the company’s 3 most important contracts in the last 5 years. The enclosed template shall be used (annex 3). The awarding authority shall be able to contact the reference person.

Requirement 2: good ability to fulfil the contract.

A short and general description of the company shall be given. Including:

— An overview of the company’s history, organisation and a description of the current company, including an account of the company’s business idea and core competence related to the contract,

— To the degree that the sub contractors are used for considerable parts of the assignment, this shall be clear and documentation must be enclosed in the form of a signed binding statement or a signed contract stating that the company can use the sub contractors (annex 4),

— Short description of the contractor’s general quality assurance system,

— Description of the equipment, machines or other available equipment that is relevant for the execution of this contract.

Requirement 3: well functioning SHA – Safety, health, working environment (HSE).

— Account of the company’s SHA policy as well as internal control routines that describe how one ensures that the relevant regulations in the builder regulations are adhered to on behalf of the awarding authority,

— Statistical description of the contractor’s injury situation in the last 3 years.

Requirement 4: environment. The work shall be carried out with the least possible affect on the outer environment, including noise, waste, emissions, energy consumption and recycling.

The contractor must give an account of the company’s practice/routines for fulfilling the above environment requirement including a scheme for source sorting of demolition waste.
