Automatic controls for district heating substations

Hafslund Varme (district heating) henceforth referred to as the Awarding Authority shall enter into an agreement with an external supplier for “Delivery of automatic controls (regulator) for district heating substations”. The contract shall mainly include:
— delivery of automatic controls with basic functions to new substations,
— delivery of automatic controls with basic functions to existing substations (replacement regulator),
— delivery of supplementary equipment and functions.
The following special requirements are made for the supplier and the equipment:
— all written and oral communication with the supplier shall be in Norwegian (Danish and Swedish may be accepted),
— the operating instruction shall be in Norwegian, Danish or Swedish. Other data sheets, curves, etc. will be accepted in English.
The chosen tender procedure is tender contest with negotiations, and is a two stage procedure with a prequalification stage and a contract award stage.
Prequalification stage: The suppliers submit requests for participation in the tender contest.
The suppliers who meet the qualification requirements will receive the tender documents and be invited to submit tenders.
Contract award stage: Suppliers who have submitted tenders and fulfil the requirements given in the tender documents will be invited to negotiations.
