Beskrivelse av opsjoner:

The contract is for 2.5 years concurrent with phase 1 of the Modernisation programme from January 2013. The contract is subject to the award of resources from the granting authorities.

Option 1: The awarding authority has an option to extend the contract concurrent with phase 2 of the Modernisation programme in NAV. The option is for up to 2 years and 9 months and will start at the earliest in October 2014. It is a prerequisite for the option that sufficient resources have been awarded.

Option 2: The awarding authority has an option for up to 2 years and 9 months and will start at the earliest in October 2016. It is a prerequisite for the option that sufficient resources have been awarded.

The contractual relationship will under no circumstances last for more than 6.5 years.

Requirement: Service providers are required to be a legally established company.

Documentation requirement:

Norwegian service providers: Company registration certificate from the Brønnøysund Register Centre.

Foreign service providers: Certifiate of registration in a company register as mandated in the law in the country where the service provider is established.

The awarding authority will itself obtain a credit rating carried out by Experian. See www.experian.no.

Minste nivå(er) av standarder:

Service providers are required to have good financial solidity. The requirement is fulfilled with a credit rating of "good credit worthiness" or better.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below)

— Description of the service provider's ability to fulfil the contract that includes,

— a description of relevant units at the service provider,

— the number of relevant resources as regards content and scope of the contract.

Personnel who shall carry out the service shall not be named and CVs shall not be included.

— Description of the service provider's up to 5 most important relevant contracts in the last 3 years.

The description shall include the recipient/awarding authority, length, area of operation/operation process, value, the service provider's role/area of responsibility and a description of the delivery.

If the value cannot be stated due to confidentiality, the service provider is to state the number of manlabour years for the service provider's commitment. The template in annex 2 in the qualification documents shall be used.

The name and contact information of a contact person at the reference customer who can confirm the information must be given.

— A short description of the service provider's general methods and processes that are relevant to ensuring quality. This is not to include any sales text or description of experience.

Account of the company's quality assurance system/control system, as well as any certificates issued by independent organs.

See the requirements in the qualification documents point 3.4 for all the above mentioned documentation.

— Service providers are required to have a good ability to fulfil the contract,

— Service providers are required to have relevant experience from similar assignments,

— Service providers are required to have well tested and suitable methods for quality assurance.

Objektive utvelgelseskriterier:

The selection will be based on the degree of fulfilment of the below mentioned qualification requirements, cf. the qualification documents point 3.4.

The following weighting will be used in the assessment:

Qualification requirement Weighting.

Ability to fulfil the contract 35 %.

Experience 35 %.

Quality assurance methods 30 %.

Service providers will be assessed in the following way: The service providers will be given a grade for each qualification requirement on a scale from 0 to 10 with 10 being the best. Each of these grades will be multiplied by the relevant weighting.
