Assistance to the "Saving Mothers, Giving Life" Initiative and Health Initiatives at Country Level

In 2012, Norway and USA established a partnership called "Saving Mothers, Giving Life” (SMGL), which focuses on women's health in low-income countries in Sub-Saharan Africa, where the objective is to demonstrate how a coordinated effort can reduce maternal mortality within a short period of time in selected districts. The first phase of SMGL has been implemented in districts in Uganda and Zambia, where the focus has been on creating models for improving the quality and coverage of a basic package of maternal health interventions that can be scaled up by the government. A "Phase 2" for scaling up in the two countries, as well as testing and scaling in other countries is now being planned. The Norwegian government has allocated NOK 100 million per year over 5 years for the initiative.
The consultancy consists of two main parts:
1) Assist Norad with planning and developing the Norwegian efforts in the SMGL initiative.
2) Assist with analyses and further development of the Norwegian efforts in global health at country level.
