The assignment includes the complete ship technical engineering of the new research vessel to replace "Dr. Fridtjof Nansen ". The assignment shall include all of the drawings and technical documents that are necessary for the construction, furnishing and equipping of the vessel, unless the awarding authority and the supplier agree otherwise. Please refer to the tender documents and the attachments.
The assignment is divided into two - 2 - phases, ref. to the tender documents appendix 2, annex 1: The awarding authorities description of the assignment. Phase 1 includes the above aforementioned drawings and the technical documentation etc. and that is covered by this agreement. Phase 2 of the assignment is related to the construction supervision and building supervision, etc. During the implementation phase (construction phase) is included as an option in the agreement, ref. to the tender documents appendix 2, annex 1: The awarding authorities description of the assignment.

Beskrivelse av opsjoner:
The project leder for the construction - will be responsible for the suppliers construction supervision until the expiration of the warranty period.
This includes the responsibility for the verification of technical, production, - and progress control, and the follow-up during the testing period and the warranty period.
Likewise the responsiblity for the building supervision and the awarding authorities responsibilities. Reference is made to the tender documents appendix 2, annex 1: The awarding authorities description of the assignment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Companies outside of Norway must provide equivalent certification from the country where they are established showing that they have orderly tax conditions.

— Credit assessment/ rating, not older than 3 months, based on the last known accounting figures and also includes information about ownership and payment records. A assessment / rating shall be conducted by a credit reporting agency that has concession for their business.

— The credit assessment/ rating shall not be less than A (favorable) or equivalent if another review / rating used (figure judgment).
— Bids from suppliers with a lower ranking / rating than A or equivalent (ie not credit worthy or creditworthy against collateral) will not be considered.

The supplier shall have an overall economic and financial capacity to undertake the assignment / contract.

I Quality:
The supplier shall provide a detailed description of similar assignments conducted by the supplier and the quality standards used by the supplier. Furthermore, the supplier shall describe how their professional background can guarantee a good, thorough and successful project within specified time frames, ref. tender appendix 2, annex 3: Project and schedule plan.

II Competence:
The supplier shall describe their technical expertise and experience with respect to the design of ships in general and research vessels in particular.
For evaluation of this criteria, the supplier shall provide at least three similar contracts in the past five - 5 - years as references. By filling out the enclosed reference forms, see appendix 3 tender of the tender documents.

Skipsteknisk will, beyond their own group, use DNV Støy og Vibrasjon, for “review” which includes guaranteed levels for sub-suppliers/suppliers of equipment. An approved institute will be used for model testing of hulls, current analyses of critical areas for bottom equipment etc.
