Assistance in connection with application for Olympic Games and Paralympics in 2022

Oslo kommune v/ Byrådsavdeling for miljø og samferdsel

The objective of the procurement is to obtain expertise for the relevant subject areas which in total shall evaluate the basis for a possible application as well as formulate an application for the Olympic Games and Paralympics in Oslo in 2022 if the Oslo City Council and the General Assembly NIF (the Norwegian Olympic and Paralympics Committee and Confederation of Sports) approves that Oslo shall continue the application process.
The tenderer shall contribute to preparing an application for Oslo municipality of such quality that the Norwegian State will vouch for the application and that IOC will appoint Oslo as host for the Olympic Games and Paralympics in 2022.
The Awarding Authority has organised the works as a project. The project is divided in 4 stages. The Awarding Authority expects requirement for assistance in all stages of the project:
Stage 1: Preparation of application until it is handed over to the Norwegian State. Stage 1 is considered to be the most resource-demanding stage.
Stage 2: Following up in connection with the Norwegian State’s quality assurance until the Norwegian Government present the project for the Norwegian Parliament.
Stage 3: Follow up and dialogue with IOC.
Stage 4: Subsequent to award in 2015.
The tenderer must note that the contract signing requires that both Oslo City Council and the General Assembly NIF decide to enter into an application process for winter Olympics and Paralympics in Oslo in 2022.

Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
The tenderer shall present HSE self declaration.
The tenderer shall be a legally established company.
Økonomisk og finansiell stilling:
(1) Other documentation required (please state below).
The company’s annual accounts for the previous 3 years, including notes, the board’s and the auditor’s reports as well as the latest information with relevance to the company’s accounting figures.
Credit appraisal/rating, not older than 1 year, which shall be based on the most recent known accounting figures. The Awarding Authority reserves the right to obtain separate credit appraisals.

The tenderer shall have sufficient financial capacity to carry out the assignment/meet the contractual obligations.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(3) Other documentation required (please state below).
The tenderer shall account for the sub-provider(s) the service provider expects to engage in implementation of the assignment.
Statement of liability signed by the person(s) with authorisation to bind the sub-provider(s) must be included in the tender.

Experience from corresponding assignments. Corresponding assignments are defined as complex projects with several parties concerned over a long period, significant public interests and/or significant public importance.
Good implementation ability is required.
