Each year the public sector procures goods and services for approx. 380 000 000 000 NOK. Surveys of the procurement processes demonstrates major variations in the processes as regards to quality, efficiency and control, as a consequence of this.
Process information of procurements is, therefore, one of the most important measures done in order to improve the situation and achieve “The good procurement”, in accordance with description in the White Paper no. 36 (2008-2009). The Awarding Authority shall also enter into a framework agreement with several providers for procurement of assistance and assignments related to process information in connection with public procurements.
The procurement shall contribute to better and more efficient processes and value chains within public procurements. This shall be carried out by the service provider providing assistance to the Agency for Public Management and eGovernment (Difi) with expertise in development of methodology of process information of procurements. The service provider shall also implement assignments for the Awarding Authority’s users related to process information of procurements.
