Vilkår for deltakelse

The Awarding Authority will obtain information on the service provider’s economic and financial capacity via Proff Forvalt credit Information Company. It is therefore unnecessary to provide this information. (All companies that have sent their accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). The tenderer must find out if this information is available through Proff Forvalt (www.forvalt.no).

The tenderer must have sufficient economic and financial strength in relation to meeting the contractual obligations. The Awarding Authority requires as a minimum the rating “satisfactory” for one of the following criteria: liquidity, profitability and solidity in accordance with Proff Forvalt’s rating. Experience from corresponding assignments:
The tenderer must complete annex IV - Reference form - which shall contain the following information:
a) The tenderer’s principal, relevant deliveries the previous 3 years, including contents and duration.
b) Description of the technical platform.
c) If requested, the tenderer shall present verification from the awarding authorities listed in the reference form.
d) Contact information: Names, telephone numbers, e-mail addresses.
Competence, service organisation and implementation ability:
This shall be documented as follows:
a) The tenderer must describe the service and competence profile. It must be stated if the competence is from the tenderer or from sub-providers engaged in this assignment.
b) The tenderer must describe the organisation, with emphasis on the service organisation and routines for error recovery and support.
c) If the tenderer intends to carry out parts of the assignment by using sub providers, it shall be clearly described which areas this applies for. Documentation of the sub providers shall be presented, and it shall be verified that the tenderer has access to the sub provider’s capacity. Documentation showing the sub provider’s experience from corresponding assignments shall also be presented.

Routines for environmental control:
If the routines are described in the company’s quality or environmental management system, in accordance with ISO 14001 or equivalent third party verified systems, valid certificate as well as copy of relevant routines shall be presented, in accordance with EMAS, the community system for environmental control and environmental audit or environmental management standards based on relevant European or international standards related to certification or equivalent certificates from bodies in other member states.

Documentation (to be given in one of the following manners):
Description of the tenderer’s routines in relation to quality control, with emphasis on quality assurance, resource management, the management’s liability, production process and continuous analyses and improvements. The tenderer shall submit ISO 9001:2000 certificate, if applicable.

The tenderer shall present strategy or relevant extract of the strategy.

It is required that the tenderer has considerable experience from corresponding assignments and that the tenderer can substantiate corresponding deliveries and services included in this contract, both in relation to contents, complexity as well as extent. The tenderer must, as a minimum, present 3 references from assignments of corresponding size, complexity and technology.

Competence, service organisation and implementation ability:
It is required that the tenderer has sufficient capacity and competence to execute the assignment in accordance with the Awarding Authority’s requirements. The tenderer must be able to manage and maintain the relevant service, as well as have a 24 hours service organisation at disposal.

Routines for environmental control: The tenderer shall have routines and systems ensuring low environmental impact in relation to implementation of the assignment. Statement of the company’s routines and systems related to the above listed topics.
Quality control:
The assignment requires providers’ with systems for quality control.
Requirements related to technological development:
The tenderer shall have a clear strategy rooted in the company’s top management, and it shall be clearly stated that the tenderer, during the contract period, will develop the service spectre in such a way that new technologies and cost efficient services introduced to the market, are represented.
