Agreement regarding purchase of cleaning services

Helseøkonomiforvaltningen

HELFO head office, HELFO region South and HELFO service centre shall be subject to joint location in a new office building. The new building is situated in Kjelleveien 21 in Tønsberg and is scheduled to be completed 1.5.2012. In connection with this, a new agreement for cleaning of office premises shall be entered into.
The agreement shall contain the following main services in relation to cleaning:
— regular cleaning and supervision,
— temporary cleaning.
The contract shall include the following options/additional services in connection with cleaning:
— ordered cleaning such as cleaning in connection with relocation/spring cleaning, scrubbing and polishing of floors, carpet cleaning etc, if special requirement should occur,
— further description of the contract is given in the attached requirement specification. Overview of the areas in Kjelleveien 21 with requirements related to cleaning frequency and level of cleaning are given in the attached cleaning schedule.
HELFO wishes to enter into an agreement with one service provider.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(5) Other documentation required (please state below).
Requirement: the tenderer shall have salary and working conditions in compliance with current nationwide tariff agreement, or what is considered standard for the relevant location and profession.
This shall be substantiated by presenting signed self-declaration regarding ethical conditions.
Økonomisk og finansiell stilling:
(1) Statement of the company’s turnover, of relevance to this contract, for previous years.
(2) Other documentation required (please state below).
Credit appraisal from an approved credit rating institution, e.g. Dun & Bradstreet, Lindorff or CreditInform. The appraisal shall be based on the most recent accounting figures with an indication on how the credit rating has developed the previous 3 years.

Minste nivå(er) av standarder:
The tenderer shall have solid financial strength (credit rating “Good” or equivalent), sufficient liquidity and low risk of going bankruptcy.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(3) A statement of the quality assurance/quality control system operated by the company.
(4) Other documentation required (please state below).
Documentation showing manpower plan for this assignment. Statement of the tenderer’s quality assurance system/quality management system. A general presentation of the tenderer’s organisation and total manpower.
Information of the tenderer’s principal, relevant deliveries for the previous 3 years, including their values, dates, and recipients. Stated awarding authorities will only be contacted if found necessary.

Requirement: the tenderer shall have good implementation ability and be of extent which signifies that the assignment can be undertaken.
Requirement: The tenderer shall have experience from relevant and comparable assignments.
