Helse Sør-Øst RHF has been commissioned by the Ministry of Health and Care Services to start a process aimed at establishing a common pension fund for the health authorities; Oslo universitetssykehus HF, Vestre Viken HF, Akershus universitetssykehus HF og Sunnaas sykehus HF. In this context, Helse Sør-Øst RHF will need financial advisory services. This includes topics such as asset allocation and asset management policies, analysis and quality assurance, evaluation of capital issues. The procurement also includes project management.

Suppliers has to be credtitworthy, the awarding authority will obtain the credit rating itself (Dun & Bradstreet) as a basis for the assessment. Companies who are not creditworthy can instead give a parent company guarantee. Newly started companies shall enclose the annual accounts and the auditor’s report for the period that the company has been in operation. The supplier must as a minimum have profitable operation, a positive cash flow in the last year and have positive equity in order to be qualified.

Suppliers must have sufficient economic and financial solidity to fulfil the contract obligations.

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).

(2) Other documentation required (please state below).

A short description of the supplier and it's organisation.

A verification that the supplier has the capasity that is necessary.

If a supplier will use sub suppliers (for the awarding authority), a binding statement shall be enclosed that shows that the supplier will be able to use the necessary resources for the whole of the contract period.
