Access control and protection of award authority's buildings in Region East - framework agreement

Statens vegvesen Region øst

Statens vegvesen requests tenders for supply of management application for access control and protection of the Public Roads Administration's buildings in Region Øst. During the framework contract period the supplier shall also replace parts of older existing access control systems. Within the same period, the Public Roads Administration shall build new premises. These locations, future extensions and existing locations will be included in this agreement. For further description of the procurement see tender documents Part D, (description/requirment specification acquisition set out in the Competition base substrate part D "Description/Requirement specification".

The contract period is from, and including, 31.10.2012 to, and including, 30.9.2018, with an option for award authority to extend the contract for two years at a time, up to four years. The contract can have a maximum contract period of ten years.

Credit evaluation/rating, no older than 6 months, based on last known annual accounts. The rating shall be carried out by a publically approved credit evaluation company. The rating must be at least credit worthy or better, measured by Experian AS's scale, or equivalent score from other prestigious credit evaluation company.

If the supplier cannot submit credit evaluation, the award authority will, on their own initiative, obtain this from Experian AS. If the supplier's credit rating is not satisfactory, this can be compensated for by guarantees from the bank and/or parent company with a satisfactory credit rating.

Begrunnelse for rammeavtaler med varighet over fire år:
The total length of this contract in this case will be 10 years if both options of 2 + 2 years are being used. The framework agreement for the procurement of access control and protection of award authority’s e buildings includes the replacement of older, existing control installations. Further, there is a need for installations in new and future buildings. Estimated lifetime of such investments is 10-15 years. The procurement comprises systems that are complex and difficult to combine with other equipment supplied by other suppliers such as IT equipment allows. We are talking about proprietary systems that does not change systemic or priced to the same high degree as IT equipment. A replacement of equipment every 4 years, which originally have a useful life of up to 15 years will be a significant cost. Emphasis is placed on the proprietary solutions will be anti-competitive for short-term contracts. A 4 year contract would accrue large initial investments that can not be written down within the contract period. It is therefore important to have longer framework agreements that can provide suppliers and NPRA the opportunity to make investment costs with the replacement of necessary equipment. Looking at the write-down period of safety equipment this will go far beyond the 4 years that § 15-1 proposes.
