72-SAM-2011. Removal of graffiti 2012-2014

Oslo kommune, Bymiljøetaten

Oslo municipality c/o the Town Environment Department (BYM), the Water and Sewage Department (VAV) and the Property and Town Renewal Department (EBY) and the Arts Department c/o Vigeland Museum (VM), hereafter called the awarding authority, invite companies to an open tender competition for the removal of graffiti from 10.5.2012 to 9.5.2014, with an option for 1+1 year.
The graffiti removal is a part of Oslo municpiality’s campaign against graffiti. Graffiti, posters and stickers shall be removed from the awarding authority’s properties/installations. In addition graffiti, posters and stickers shall be removed from private, government and municipal landowner’s facades in accordance with a separate subscription scheme, hereafter called with subscription scheme.
Tenders can be given for parts of the assignment based on the 2 geographical areas:
1. Inner city and
2. Outskirts of town with beach installations:
— Tenders can be given for each of the work areas inner city or outskirts of town,
— Tenders can be given for the whole of the assignment – both inner city and outskirts of town.

Beskrivelse av opsjoner:

The contract for the "Removal of graffiti 2012-2014" is valid from 10.5.2012 up to and including 9.5.2014. The contract has an option for the awarding authority to extend the contract for a further 1+1 year on unchanged terms.

Requirements connected to the service provider’s organisational and legal position:

— The service provider shall be a legally established company.

Documentation requirements:

— Norwegian companies: company registration certificate,

— Foreign companies: proof that the company is registered in a trade register or company register as mandated in the law in the country where the service provider is established.

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below).

— The company’s last 2 annual accounts including notes, the board’s annual reports and the auditor’s reports, as well as recent information that is relevant for the company’s accounting figures,

— Credit rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.

The awarding authority reserves the right to obtain its own credit rating if the awarding authority finds it necessary.

Minste nivå(er) av standarder:

— The service provider shall have the financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

— Account of the service provider’s quality assurance and environment control system. If the service provider is certified, the certificate can be enclosed as documentation,

— List of the service provider’s most important equivalent contracts in the last 3 years, including their value, date and recipient/awarding authority and references.

The awarding authority reserves the right to contact the references.

— CVs that document that the operative manpower has experience from work on roads in busy town areas,

— Overview of the personnel who will be used for fulfilment of the assignment with an organisation chart,

— Account of which tools, machines or technical equipment the service provider can use for fulfilment of this contract.

If sub suppliers are to be used, they shall document the same qualification as the main service provider.

Minste nivå(er) av standarder:

— A good and well functioning quality assurance and environment control system is required for the services that shall be provided,

— Experience is required from equivalent assignments including the removal from old and antiquarian buildings/buildings worthy or protection, sculptures, electro installations etc,

— A good ability to fulfil the contract is required, this means the capacity to keep deadlines and the desired quality.
