A lighting plan has been worked out for the centre of Oslo, hereafter called the Lighting Plan. The Lighting Plan was approved in Oslo city council 13.4.2011. The awarding authority has a need for competence for implementing this plan. Tenderers shall contribute with competence and project participation for work assignments/processes within the Lighting Plan's scope. A site survey will be held: Monday 15.10.2012 (13:00). Place: The awarding authority's premises in Strømsveien 102 (Helsfyr, Oslo, Norway). The working language, both written and spoken, shall be Norwegian, Danish or Swedish. Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

— The service provider shall be a legally established company,
— The service provider shall have his tax and VAT payments in order,
— The service provider shall enclose a HSE self-declaration (see the annex).

— Credit rating, not older than 6 months, based on the last known accounting figures. The awarding authority reserves the right to obtain its own credit rating if it is deemed necessary.

— Service providers shall have sufficient financial capacity to fulfil the assignment/contract.

— Overview of the service provider's total organisation and manpower with a description of the service provider's technical personnel or technical units that the service provider can use for fulfilment of the contract. If sub suppliers shall be used it shall be clear which disciplines the sub supplier shall cover, cf. the specifications points 2, 3 and 4.

— List of relevant contracts (equivalent assignments) carried out in the last three years, including information on value, date, as well as the name of the public or private recipient and references at them. The awarding authority reserves the right to contact the references,

— Documentation of the service provider's quality assurance system/control system. If a service provider is certified, for example, in accordance with ISO 9001:2002, it is sufficient to enclose such certification.

— Service providers are required to have good capacity to fulfil the assignment,
— Competence and experience from equivalent assignments including outdoor lighting on both public and private properties, for example, streets and town areas, parks and special areas such as green areas, statues and fund motives,
— Service providers are required to have a well functioning internal control system/quality assurance system.
