35-BYM-2012. Signs for the studded tyre fee scheme

The aim of the contract is to see to Oslo municipality’s responsibility for information on and arrangement of a proper sales system for the payment of fees for using studded tyres. The studded tyres fee signs shall, during the studded tyres season, inform drivers on the studded tyre fee and show the way to the automatic machines for paying the fee. The studded tyres fee scheme owns approx. 100 traffic signs and information signs that shall be put up in Oslo and on the main approach roads to Oslo. The attached tender documents include the list of signs and sign plans with the number, type and size of the signs as well as assembly and where they shall be placed. The extent of the procurement is given in the attached list of signs, sign plans and specifications.

Beskrivelse av opsjoner:
The contract starts 1.8.2012.
The contract is for 2 years. The contract has an option for the awarding authority to extend the contract for a further 1+1 year on unchanged terms.
The option will be taken up in writing at least 3 months before the contract expires.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
(3) Value added tax certificate (national requirement);
(4) Company tax certificate (national requirement);
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);
(6) Other documentation required (please state below).
— The service provider shall have his tax and VAT payments in order,
— The service provider shall enclose a HSE self-declaration (see annex),
— The service provider shall be a legally established company.
Økonomisk og finansiell stilling:

— Credit rating, not older than 6 months, based on the last known accounting figures. The entire credit rating report shall be enclosed. The rating shall be carried out by a publicly certified credit rating institution.
The awarding authority reserves the right to obtain its own rating if it is deemed necessary.

— The service provider shall have the financial capacity to fulfil the assignment/contract,
— Credit worthy.
Teknisk og faglig kapasitet:

— The service provider must account for available competence within the field as well as available technical material that is necessary for fulfilling the assignment in accordance with the contract and specifications. An account shall be given of competence (not CVs) and the amount of technical material. Service providers who use sub suppliers must provide an equivalent description of the available competence and/or technical material at the sub supplier,

— A description of the service provider’s quality assurance and deviation system. The equivalent applies for any sub suppliers,
— A list of relevant performed services in the last three years, including information on value, date, and the name of the public or private recipient. If they were services for public awarding authorities, certificates issued or confirmed by the relevant authority shall be enclosed as documentation. If they were services for private companies, certificates issued or confirmed by them shall be enclosed as documentation. If these do not exist, a statement from the service provider can be accepted.
