31-BYM-2012 Torggata as a foot and cycle prioritised street

The awarding authority has a need to procure contractors for works for Torggata. Torggata shall be renovated and altered to a foot and cycle prioritised street where through traffic will be reduced. The aim of changing the use of the street and the new design of Torggata is, besides increasing environmental qualities and town area qualities, to give better conditions for cyclists and pedestrians and to reject traffic without hindering necessary goods deliveries.
A tender conference will be held for this competition 27.6.2012 (13:00) at the Town Environment Department, Strømsveien 102.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— the contractor shall enclose a HSE self-declaration,
— the contractor shall be a legally established company.

— the company's last 3 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is relevant for the company's accounting figures.

— the contractor shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below):
— overview of the contractor's total manpower. An organisation chart is to be enclosed,
— orientation of how much of the contract the tenderer intends to leave to subcontractors. It shall be clear which parts of the contract each subcontractor will carry out,
— account of instruments, machines, tools, materials or technical equipment that the contractor can use for fulfilment of the contract/assignment,
— a description shall be enclosed of the contractor's technical personnel and the technical units that the contractor can use for fulfilment of the contract, whether they belong to the company or not,
— contractors shall give an overview of works carried out during the last five years, together with certificates of satisfactory execution of the most important works. The certificates shall state the work's value, as well as the time and place of the work and to what extent the works will carried out professionally and properly completed. The relevant authority shall if necessary send the certificates directly to the awarding authority,

Capacity:
Contractors must set aside sufficient resources for execution within the given deadline, including good capacity to handle contractual changes and additions.
Sufficient use of resources also means taking care of SHA.
Quality:
Good technical and professional qualification are required, as well as experience from equivalent assignments from complex shopping streets in large cities. It is particularly important that the contractor can document competence and experience in stone laying.
