2012/846 Procurement of framework agreement for printing services for Bioforsk

Bioforsk

Bioforsk is a research institute with expertise on an international level within agriculture, food production, plant health, environment and resource management. Bioforsk also focuses on research-based innovation and value creation. Sustainable use of resources is a basic premise. Bioforsk has seven research centers with approximately 450 employees and branches across the country. Bioforsk, hereinafter referred to as award authority, is organised under the Ministry of Agriculture and Food (MAF) as an administrative body with special powers.
As part of their information work Bioforsk requires services in connection with the publications Bioforsk FOKUS and Bioforsk TEMA, as well as for the production of magazines, posters and other information materials.
In a lot of cases Bioforsk will provide ready to print PDF-files for printing company. At other times award authority requires support with layout work, graphic design and image treatment. Bioforsk wants to enter into a framework agreement with one service provider who can meet all the assignments, including printing. Award authority wants a 2 year framework agreement, with an option of 1 + 1 year prolongation.

We recommend that tenders are sent in good time before the deadline expires. The final received tender will be seen as the final tender. Tenders received after deadline will be rejected.
Bioforsk has to observe the Open Files Act as well as the Public Procurement Act. Tenderers requesting that information is exempt, this must be stated in the tender documents. Tenderer must also state clearly which information they request to be exempt.
Please note:
Company registration certificate shall not be older than 12 months.
Value added tax certificate shall not be older than 6 months.
Company tax certificate shall not be older than 6 months.
HSE self-declaration shall be signed by award authority and supplier's representative.

Certification in accordance with ISO 9000 or equivalent, or a statement of the quality assurance/quality control system operated by the company.
A minimum of three statements from reference clients. Award authority retains the right to contact reference clients. Supplier shall inform reference clients in advance about such a possible contact.
Certification to ISO 9000 or equivalent, potentially an account for the company quality assurance / control system.
Certification to ISO 14001, EMAS registration, Eco Certification, other environmental management system certified by an accredited 3rd party, or other documentation that award authority can accept (for example list of environmental measures implemented in recent years, evidenced by last year's environmental report).
