DSB shall provide helicopter stand-by for use in support for the fire service for forest fires. The stand-by helicopters shall mainly be used for extinguishing forest fires when large amounts of water are required. The helicopter stand-by service shall cover all of Norway.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
Either:
A credit rating not older than 1 year based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.
Or:
The annual accounts including the board's annual report and the auditor's statement.
Minste nivå(er) av standarder:
The service provider shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(4) A statement of the company's health, environment and safety policy.
(5) A statement of the quality assurance/quality control system operated by the company.
As a part of the prequalification documentation shall be enclosed in accordance with the requirements set by the Civil Aviation Authority.
The service provider must be able to operate over all of Norway.
Minste nivå(er) av standarder:
Certified SOP for fire extinguishing (Aerial Work). Including, amongst other things, specification for pilots, the helicopter's performance and set up for training for this type of operation.
Documentation OM part E (OM part II).
General risk analysis for the actual flights (forest fire extinguishing) and any other relevant documenttaion.
The stand-by helicopter's base/bases can be changed by DSB for all of or parts of the period depending on the forest fire risk in different parts of the country.
Kontraktutførelse
Utførelsen av tjenesten er forbeholdt et bestemt yrke:
Certified SOP for fire extinguishing (Aerial Work). Including, amongst other things, specification for pilots, the helicopter's performance and set up for training for this type of operation.

The service provider shall have the necessary capacity and competence.
