2012/2160 Operating agreement for DSB's websites

Direktoratet for Samfunnssikkerhet og Beredskap

Award authority shall enter into a contract for the operation of DSB’s websites. The contract initially covers the operation of the websites www.dsb.no and www.sivilfosvaret.no.
From September 2014, the operation shall also include www.kriseinfo.no.
The web solutions use EPI-server as publishing solution. The following sites shall be managed:
— www.dsb.no - DSB's main portal,
— www.sivilforsvaret.no – DSB’s website for Civil Defence,
— www.kriseinfo.no - The government’s web portal for information for people in crisis.
The procurement also includes integrated applications in the EPI-server, such as Topic Maps (TM-Core), Search (Easy Search), and Active Directory (AD).
It is essential for DSB that the solution is flexible in terms of scalability and capacity.

The contract will be entered into for a period of 8 years, where the first 4 years are mutually binding. After 4 years the contract may be terminated by either of the parties, with 6 months notice.
The agreement comes into force on 1.11.2012.

K06 Execution ability and capacity.
Documentation: Description of issues related to capacity and quality of operational, service and administrative apparatus that can and / or will be offered as part of the delivery. If services from subcontractors will be used it must be clearly stated which parts of the operative and administrative apparatus shall be supplied by subcontractors, and which subcontractors will be used. The descriptions should include, as a minimum a brief seddescription of the vendor's organization, with an overview of branches and number of employees.
