2012/2159. Consultancy services for the development and maintenance of DSB's web site
DSB shall procure consultancy services for new development, further development and maintenance of web systems and web based applications.
DSB currently has a number of web systems. The newest web systems are built on the publication system EpiServer. The oldest websites are built on various platforms. The service provider is required to have solid competence in the publication system EpiServer.
The portfolio currently consists of, among other things,

In addition DSB has several web based applications based on various technologies.
The systems that shall have new developments, further developments and that shall be maintained can consist of both internet portals, intranet, e-learning services, reporting systems and other web based systems.
DSB has a distinct position in society regarding security and stand-by. This role also involves a strong focus on security in ICT systems. This also involves strict requirements for security in the network systems.
The contract period is 2+1+1 years valid from the date the contract is signed by both parties.
The contract documents will be based on the government’s standard contracts for ICT.
The procurement is covered by the Public Procurement Act 16.7.1999 no. 69 (LOA) and the regulations on public procurements (FOA) 7.4.2006 no. 406 parts I and III.
The procurement will be carried out as a restricted tender competition.
Potential tenderers are asked to send a request for prequalification. Based on this the awarding authority will choose five tenderers who will be invited to submit a tender. Tenderers will be chosen based on the selection criteria in point 5.2 and the prequalification will be in accordance with the provisions in the FOA § 17-6. In this round only a request for qualification in accordance with point 4.2 shall be sent. Read more on the restricted tender competition in the Government’s guidelines for public procurements.
The request for participation shall be in Norwegian and it shall consist of:
A dated and signed letter with the request for pre-qualification.
With a short presentation of the service provider including the service provider’s name, adderss, contact person, telephone number and e-mail address.
Qualification request with replies to all the requirements listed in point 5.1.
Electronic submission, support and electronic signature.
All tenders shall be submitted electronically via the Mercell portal, by the deadline for receipt of requests for participation in the competition. Click on the link in order to get access to the portal.

Tenders shall be submitted via an electronic portal that requires an electronic signature. Information on this can be found at Buypass, BankId or Commfides. Click on the links for further information, or contact Mercell support.
All questions about the competition shall be sent via Mercell’s communication module. This is so that all communication can be logged.
Tenders can be submitted at any time right up until the deadline, but they will not be opened before the deadline has expired. If you want to change a submitted tender due to additional information from the awarding authority or due to other reasons, you can easily do this via the portal right up until the deadline expires.
Any costs incurred by the tenderer when working out, submitting and following up replies to the awarding authority’s tender documents, must be covered by the tenderer himself and will not refunded.
